In January, 2022, Zhejiang Provincial Department of Science and Technology and Zhejiang Provincial Department of Education jointly issued the “Guidelines for Access of Off-campus Training Institutions of Science and Technology in Zhejiang Province (Trial)” (hereinafter referred to as the “Guidelines”), which clarified the classification and school-running requirements of off-campus training institutions of science and technology. According to the Guidelines, the science and technology department of Jiaojiang District visited the off-campus training institutions of science and technology, and did a good job in pre-registration and pre-supervision. The findings are as follows.
First, Jiaojiang District, the status quo of science and technology training institutions outside the school
There are 14 pre-registered off-campus scientific and technological training institutions in Jiaojiang District, which are divided according to their business scope, among which 11 are fully in line with “non-academic training institutions such as programming, robotics, maker and popular science knowledge” and 3 belong to extended courses; Taking the prescribed time for the implementation of the Guidelines as the boundary, the training institutions are divided according to the registration time, and there are 13 before February 15, 2022, and one after that; According to the conditions, there are 6 companies that fully meet the requirements of the “Guidelines”, and 8 companies need to complete rectification within two years.
Second, the problems in the implementation of the work
(A) the classification boundaries of training institutions are not clear enough
According to the “Guidelines”, off-campus training institutions for science and technology are “non-academic training institutions engaged in various scientific and technical training services aimed at cultivating scientific interests, improving scientific literacy and expanding thinking ability in primary and secondary schools, such as programming, robots, makers and popular science knowledge”. However, during the previous visit, some training institutions had unclear boundaries and belonged to comprehensive training institutions. For example, the airplane model institutions that trained athletes also engaged in drone training, Lego training that engaged in early childhood education also engaged in programming training, and training institutions that engaged in early childhood thinking could not find regulatory authorities. At present, the “guidelines” point out the general direction for training institutions, but lack specific subdivision standards, making it difficult to define some institutions.
(2) The business scope of the training institution is inconsistent with the actual situation.
The names of some scientific and technological training institutions are inconsistent with the business scope of their business licenses. For example, Taizhou Tongcheng Tongchuang Art Training Co., Ltd., whose business scope is for-profit private training institutions engaged in art training, is actually engaged in programming training, and some institutions even engage in comprehensive training institutions such as art and programming, which leads to overlapping functions of the competent authorities in supervision.
(3) It is difficult to enforce the law on institutions that do not meet the requirements.
Jiaojiang Science and Technology Center belongs to public institutions, and has no law enforcement power and personnel, so it is unable to supervise the training institutions that fail to meet the requirements. For example, Taizhou Youyi Culture Communication Co., Ltd. was registered on August 6, 2021, and registered on April 11, 2022, and the teaching place of the training institutions is located in the sinking square of the comprehensive shopping mall. After consultation, the square should belong to the underground floor, which does not meet the requirements of the “Guidelines”. Jiaojiang Science and Technology Center determined that this institution belongs to..Resume work, but the organization decided that it was registered before the release of the “Guidelines” and should have a two-year rectification period. Without the approval of the science and technology department, the organization still operated as usual, and the center could not punish or shut it down.
(D) Private enrollment exists in institutions.
According to the list of science and technology off-campus training institutions provided by Jiaojiang District Education Bureau in the early stage and the active contact and registration of institutions in the later stage, 14 institutions have been registered in the region at present, but it does not rule out the possibility that some institutions are hidden, have no publicity signs, and operate without the registration of the competent authorities. In addition, some training institutions have both disciplinary and non-disciplinary training in the early stage, and at the same time recruit students in both disciplines and programming. During the early communication, it was suggested that the institutions should clarify the future development direction. The institutions stated that they would not continue to recruit students in programming, but after being reported by the masses, the institutions did not stop enrolling students.
Third, the countermeasures to implement the “double reduction” work of off-campus training institutions in science and technology
(1) Accelerate the implementation of supporting policies.
At present, the “Guidelines” define the off-campus training institutions of science and technology in a broader way. It is hoped that the setting standards of relevant off-campus training institutions of science and technology can be introduced as soon as possible, and the training institutions that extend teaching and comprehensive teaching can be clarified, and the off-campus training institutions of science and technology can be urged to complete the rectification work such as changing the name and business scope as soon as possible. Those institutions that refuse to rectify will jointly enforce the law with the Market Supervision Bureau and the Administrative Law Enforcement Bureau, requiring them to immediately stop rectification.
(B) the establishment of “double reduction” work classes.
Set up a special class for “double reduction” work, form a multi-department linkage, solve the current difficult problem of single-department supervision, clarify the classification, approval and supervision of training institutions with unclear boundaries, establish a long-term mechanism, irregularly “review” inspections, dynamically update governance accounts, normalize law enforcement inspections, and “zero tolerance” for illegal training behaviors; Improve the reporting mechanism, coordinate letters and visits, public hotlines, etc., unblock the channels for complaints and reports from the masses, and form a supervision mechanism for mass prevention and treatment; Carry out regular patrol inspection, guide and promote the implementation of work, coordinate and solve existing problems, track and supervise the rectification, clarify the rectification direction for the problems in the supervision process, formulate the rectification task book, list the problems, tasks and responsibilities, and establish a ledger to ensure that the rectification is in place. (3) Strengthen supervision.
Judging from the current situation of visiting and arranging, the classification of non-disciplinary categories is not enough, and many training institutions do not belong to the current classification scope of non-disciplinary categories. It is suggested that the Education Bureau take the lead, invite relevant departments of market supervision and work related to double reduction, strengthen inspection with the street, set up a comprehensive supervision department, expand the scope of arranging, and intensify the arrangement of unregistered training institutions. The competent department, the Market Supervision Bureau and the Administrative Law Enforcement Bureau jointly enforce the law against off-campus training institutions with major hidden dangers and unqualified requirements..The place for rectification and class running must be approved by the fire department before it can be used. And unified supervision of training institutions that cannot clearly distinguish the departments they belong to, clear supervision responsibilities, and implement the work of double reduction.
