On the morning of January 8, the 2017 National Science and Technology Awards Conference opened in the Great Hall of the People in Beijing. A total of 28 achievements in our province won the National Science and Technology Award, including 10 winning projects presided over by our province and 18 winning projects participated in. For the first time, the scientific research team of our province led the national science and technology progress award and won the first prize of the national technology invention award.
The winning projects presided over include 1 first prize and 1 second prize of the National Technological Invention Award, 1 special prize and 7 second prizes of the National Science and Technology Progress Award; The winning projects involved include 1 first prize of National Natural Science Award, 4 second prizes of National Technological Invention Award, 2 first prizes of National Science and Technology Progress Award, 1 first prize, and 10 second prizes of National Science and Technology Progress Award.
The number of awards has increased rapidly.
In the past five years, the number of special prizes and first prizes of national science and technology awards in our province has increased by 375% compared with the previous five-year period, from 4 to 19.
“Major innovation and technological breakthrough in the prevention and control system of emerging infectious diseases represented by H7N9 avian influenza” won the special prize of the 2017 National Science and Technology Progress Award, which is the first time that this award has been spent in Zhejiang, and at the same time, it has achieved the “zero breakthrough” in China’s medical and health industry and higher education since the establishment of this award, which reflects the steady improvement of the level of scientific and technological innovation in our province.
The project was led by Academician Li Lanjuan, director of the State Key Laboratory of Infectious Diseases Diagnosis and Treatment of Zhejiang University and the Collaborative Innovation Center for Infectious Diseases Diagnosis and Treatment, and was completed in collaboration with 11 units including China Center for Disease Control and Prevention, Shantou University, Hong Kong University and Fudan University. Six major innovations and technological breakthroughs were made, and the “China Program” and “China Technology” for the prevention and treatment of emerging infectious diseases were created, which successfully controlled human infection with H7N9 avian influenza and effectively blocked the import and spread of infectious diseases such as MERS and Zika. The World Health Organization’s evaluation of this achievement is a milestone, which can be called an “international model” and become an international “leader”.

Among the national science and technology award-winning projects in our province, Industry-University-Research cooperation projects account for 65..2%, enterprises presided over the completion of the project accounted for 11..2%, showing an increasing trend year by year, enterprises are becoming the main body of scientific and technological innovation, and the transformation benefits of scientific and technological achievements are remarkable.
Zhejiang University, Zhejiang Energy Group Co., Ltd. and Zhejiang Tiandi Environmental Protection Technology Co., Ltd. jointly completed the project of “R&D and Application of Key Technologies for Ultra-low Emission of Coal-fired Units” and won the first prize of the 2017 National Technology Invention Award, which is the first time that Zhejiang Province has won this award. In view of the serious pollution caused by coal combustion, the project has made a series of technological inventions in the aspects of multi-active center catalyst, particulate matter /SO3 enhanced removal technology and ultra-low emission system for multi-pollutant removal with high efficiency and coordination, which has overcome key technical problems such as high efficiency, high adaptability, high reliability and low cost, and achieved ultra-low emission of multi-pollutants from coal-fired flue gas for the first time (better than the most stringent standards in the world). The project authorized 34 invention patents, led or mainly formulated 15 national and industry standards, published 103 papers and cited 1038 times. The results have been applied on a large scale, and the technology and products have been exported to Europe, America and the Belt and Road countries, with an increase of 109 in sales in the past three years..600 million yuan, creating remarkable social and economic benefits.

Among the national science and technology awards, technological invention award and scientific and technological progress award are the main categories, accounting for 92%.
Zhejiang University, Ningbo University, Zhejiang Sci-Tech University and Hangzhou Honghua Digital Technology Co., Ltd. jointly completed the project of “Research and Development and Application of Key Technologies of Ultra-high-speed Digital Inkjet Printing Equipment” and won the second prize of the 2017 National Technology Invention Award. Aiming at the technical bottleneck that has plagued ultra-high-speed digital inkjet printing for a long time, with the support of the National 863 Program and the National Science and Technology Support Program, after more than 8 years of continuous technical research, the project invented three core key technologies, such as real-time parallel processing engine for ultra-high-flow inkjet printing data based on many-core processors, and developed an ultra-high-speed digital printing machine with independent intellectual property rights. The overall technical level of the project is in the leading position in the world. The products have been exported to more than 20 countries and regions such as Italy and Japan, and have been successfully applied in more than 200 printing enterprises.
