Hangzhou in autumn and October is full of sweet osmanthus. In order to effectively strengthen the exchange and cooperation of technology foresight research among regions in China, and further play the important role of technology foresight in science and technology management and decision-making, the 11th National Technology foresight Academic Seminar was held at the beautiful West Lake from October 20 to 21.
The meeting was co sponsored by the Chinese Academy of Science and Technology Development Strategy, the Institute of Science and Technology Policy and Management of the Chinese Academy of Sciences, the Shanghai Institute of Science, and the Technology Foresight Professional Committee of the Chinese Academy of Science and Technology Policy, supported by the Chinese Academy of Science and Technology Policy and the Department of Science and Technology of Zhejiang Province, and undertaken by the Zhejiang Academy of Science and Technology Development Strategy and the Zhejiang Academy of Science and Technology Information.
With the theme of “Technology foresight: innovation driven and the general trend of industrial change”, the seminar conducted in-depth research, discussion and exchange on the supporting role of technology foresight in promoting the construction of an innovative country, strengthening technology maturity prediction, technology roadmap research and competitive intelligence analysis, and enhancing the method, practice and application of technology foresight. Lin Xin, secretary of the Chinese Academy of Science and Technology Development Strategy, and Zhang Yiwen, deputy director of the Department of Science and Technology of Zhejiang Province, attended the seminar and delivered speeches.
Lin Xin said in his speech that the National Technology Foresight Academic Seminar has been held for 11 consecutive years, which has witnessed the continuous new development of China’s technology foresight work, the continuous expansion of the impact of achievements and the continuous growth of the team. The new situation of innovation driven development in China puts forward new requirements for technology foresight. The Ministry of Science and Technology attaches great importance to technology foresight and will continue to support it.
Zhang Yiwen introduced to the delegates the achievements of Zhejiang Province in scientific and technological innovation. He said that in recent years, under the top-level design of the provincial party committee and government, Zhejiang has accelerated the implementation of the innovation driven development strategy, and further promoted “mass entrepreneurship and innovation”. The core supporting role of scientific and technological innovation is fully reflected. He said that the seminar held in Hangzhou was very timely and meaningful for Zhejiang, which is taking the lead in accelerating the construction of an innovative province. The technology foresight work will provide important support for our province to accurately grasp the direction of technological breakthrough and optimize the allocation of scientific and technological resources during the “13th Five Year Plan” period. Zhejiang should take advantage of this meeting to actively carry out technology foresight work suitable for the actual situation of Zhejiang, so as to help and guide the innovation and development and industrial reform of the province.
In order to make the discussion and exchange more targeted and effective, the conference arranged thematic reports and thematic reports. In the theme report, leaders and experts, such as Mu Rongping, professor of the Institute of Science and Technology Policy and Management of the Chinese Academy of Sciences, Wang Hongguang, vice president of the Chinese Academy of Science and Technology Development Strategy, Luo Dajin, secretary of the Shanghai Institute of Science, Wu Jiaxi, deputy director of the Department of Innovation and Development of the Ministry of Science and Technology, respectively discussed the theory and method of technology foresight, some thoughts on scientific and technological power, technology foresight and the layout of major tasks of scientific and technological innovation in Shanghai In terms of the interpretation of the 13th Five Year Plan for National Science and Technology Innovation and other aspects, they made active speeches and expressed their own opinions. In the special report, more than ten experts and scholars, including Li Wan, Deputy Director of the Shanghai Institute of Science, spoke freely and made brilliant comments on advanced sensors and the Internet of Things, robotics industry, biomedicine, virtual reality industry, intelligent control systems for agricultural equipment and other cutting-edge scientific and technological fields. These wonderful speeches were well received by the delegates.
The symposium also extensively collected experts and scholars’ insights on “technology foresight”, included 30 relevant papers received into the conference proceedings, and selected 3 excellent papers, which were commended during the conference.
Nearly 200 leaders, experts and scholars from the Ministry of Science and Technology of the People’s Republic of China, the Chinese Academy of Sciences, some provincial and municipal science and technology authorities, science and technology management and policy research institutions, universities and research institutions attended the meeting.
