On October 18th, according to the annual work arrangement of the Standing Committee of the Provincial People’s Congress, the Law Enforcement Inspection Team of the Standing Committee of the Provincial People’s Congress held a symposium in Hangzhou to promote the transformation of scientific and technological achievements (People’s Republic of China (PRC) Law on Promoting the Transformation of Scientific and Technological Achievements, Zhejiang Regulations on Promoting the Transformation of Scientific and Technological Achievements and Zhejiang Patent Regulations). Yan Jianmin, deputy director of the Standing Committee of the Provincial People’s Congress, attended the meeting and delivered a speech. Jin Xingsheng, chairman of the Education, Culture and Health Committee of the Provincial People’s Congress, presided over the meeting. Members of the law enforcement inspection team of the Standing Committee of the Provincial People’s Congress, heads of relevant provincial units such as the Provincial Science and Technology Department and the Provincial Audit Office, heads of some colleges and universities, and relevant experts attended the forum.
After listening to the reports on the implementation of the “one law and two regulations” in 12 colleges and universities and the replies of provincial units to some questions, Xian Jianmin fully affirmed the achievements made in the implementation of the “one law and two regulations” in colleges and universities, and stressed that the main purpose of the “one law and two regulations” law enforcement inspection work carried out by the Standing Committee of the Provincial People’s Congress to promote the transformation of scientific and technological achievements is to promote the implementation of relevant laws and regulations. Through the previous law enforcement inspection and this symposium, it was found that some units still have some problems such as misunderstanding of laws and regulations and relying on the implementation of policies. The law enforcement inspection team of the Standing Committee of the Provincial People’s Congress will form a law enforcement inspection report on the basis of carefully sorting out the problems found in the law enforcement inspection, and put forward relevant problems and suggestions. After deliberation by the Standing Committee of the Provincial People’s Congress, it will be submitted to the provincial government for study and solution, and at the same time, it will carry out follow-up inspection in a timely manner to comprehensively promote the implementation of the “one law and two regulations”.
Colleges and universities participating in the symposium generally believe that since the promulgation and implementation of the “one law and two regulations” such as the Law on Promoting the Transformation of Scientific and Technological Achievements in 2015, all units have implemented the transformation of scientific and technological achievements according to law, established and improved the system for the transfer and transformation of scientific and technological achievements, and actively explored new mechanisms and models for the transfer and transformation of scientific and technological achievements, which effectively stimulated the vitality of colleges and universities and their scientific and technological personnel, and achieved remarkable results in the transformation of scientific and technological achievements. At the same time, the participating colleges and universities also put forward problems and suggestions from the aspects of value evaluation of scientific and technological achievements, evaluation of scientific and technological talents, construction of intermediary institutions, and management of horizontal scientific research projects.
The heads of provincial units such as the Provincial Science and Technology Department and relevant experts answered and responded to some questions raised by colleges and universities, and said that the problems that hinder the transformation of scientific and technological achievements in colleges and universities will be carefully studied and coordinated in the future work.
