The draft proposes that tourism operators should guide tourists to have civilized and healthy meals. Travel agencies and tour guides should remind tourists to order and pick up meals in moderation when arranging group meals. The relevant industries should include the anti food waste work of tourism operators in the relevant quality standard rating indicators. The draft proposes that catering service providers should establish and improve management systems for food procurement, storage, and processing, strengthen vocational training for service personnel, and include cherishing food and opposing waste in the training content; Proactively remind consumers to prevent food waste; Improve the quality of catering supply, prepare food according to standard specifications, reasonably determine the quantity and portion size, and provide different specifications such as small meals; Providing group dining services should incorporate the concept of preventing food waste into menu design, and scientifically and reasonably allocate dishes and staple foods according to the number of diners; Providing buffet services should proactively inform consumers of consumption rules and requirements to prevent food waste, provide different specifications of tableware, and remind consumers to pick up their meals in moderation. If the catering service provider fails to proactively provide reminders to prevent food waste, the market supervision and management department or commercial competent department of the local people’s government at or above the county level shall order correction within a specified period of time and give a warning; Those who induce or mislead consumers to order excessively and cause obvious waste shall be ordered to make corrections and given a warning by the market supervision and management department or commercial competent department of the local people’s government at or above the county level; Those who refuse to make corrections shall be fined not less than 1000 yuan but not more than 10000 yuan.
The draft also proposes that the formulation and revision of relevant national, industry, and local standards should take the prevention of food waste as an important consideration. The food and catering industry associations should strengthen industry self-discipline, formulate and implement relevant group standards and industry self-discipline norms against food waste in accordance with the law, promote advanced models, guide members to consciously carry out anti food waste activities, and take necessary self-discipline measures against members who engage in waste behavior; Carry out food waste monitoring, strengthen analysis and evaluation, and publish relevant anti food waste work and monitoring and evaluation results to the society every year.
