On the morning of September 29th, Wenzhou Longwan District People’s Religious Affairs Bureau and the District Fire Rescue Brigade joined forces with Yongzhong Street, and were guided by the District Market Supervision Administration and the District Judicial Bureau throughout the whole process to conduct a joint double random spot check on the safety of religious activities places within their jurisdiction.
At the spot check deployment meeting, Jiang Rongman, a member of the Party Working Committee of Yongzhong Street, explained the inspection and said that it was an important attempt to explore “one team to manage law enforcement and supervision”. Zheng Wenwei, deputy director of the District Market Supervision Administration, put forward three requirements for this inspection: first, unified arrangements should be made in action; second, inspections should be standardized; and third, publicity should be kept up. The district judicial bureau requires everyone to standardize the law enforcement procedures and enforce the law in accordance with the law. After the meeting, all departments went to Anren Temple, Jin ‘ao Catholic Church, Qingxin Temple and Erdu Catholic Church in Yongzhong Street to conduct random spot checks.
During the spot check, law enforcement officers strictly follow the relevant procedures and requirements of the spot check, wear law enforcement instruments, produce law enforcement certificates, and record them truthfully on the spot. Fill in the Record Form of Double Random Sampling Inspection in detail, and carefully complete the sampling items such as “Inspection of management and supervision of religious places and religious groups and statutory fire safety responsibilities”. The inspection record shall be confirmed by the signature and seal of the person in charge of the inspection object. In view of the problems found in the spot check, law enforcement officers urged religious places to carry out rectification on the spot.
This “double random, one open” spot check work was followed by the camera all the time to ensure the fairness and transparency of law enforcement, strict administration according to law, standardized law enforcement and civilized law enforcement. This is also an attempt by Longwan to extend the tentacles of joint supervision to the streets at the grassroots level of the “double random and one open” supervision reform pilot, which is of great significance to further increase the overall coordination ability of Longwan District streets and help create a new model of grassroots governance.
