On the evening of December 14, the General Office of the Municipal People’s Government issued the Notice on Supporting Enterprises to Stay and Optimize Work and Promote Production, requiring governments and departments at all levels to encourage and support enterprises to stay and optimize work and promote production during the Spring Festival through a series of policies such as stabilizing production, staying and stabilizing work, warm action, and strengthening services.
The maximum reward is 500000 yuan to support enterprises to seize the production opportunity
The notice pointed out that, on the premise of firmly holding the bottom line of safe production, enterprises with full orders and major project construction enterprises with heavy construction tasks and tight construction period should be encouraged to reasonably formulate production and construction plans during the Spring Festival, and schedule and increase the production capacity in the first quarter according to the actual situation. For manufacturing enterprises (excluding state-owned and state-owned holding enterprises) with a total industrial output value of more than 10 million yuan in the first quarter of 2021 and a year-on-year increase of 10% or more in the first quarter of 2022, 10000 yuan will be awarded for every 10 million yuan increase in output value, with a maximum of 500000 yuan for each enterprise.
In the first quarter of 2022, 50000 yuan will be awarded to each new industrial enterprise (excluding state-owned and state-owned holding enterprises), of which 10000 yuan will be awarded for every 10 million yuan of gross industrial output value exceeding 20 million yuan in the first quarter, with a maximum of 150000 yuan for each enterprise in total. During the Spring Festival, non-stop major projects involving temporary land reclamation deposits may be replaced by bank guarantees.
Extend the cost reduction policy as required to support enterprises to reduce production costs
The notice pointed out that according to the national regulations, the policy of reducing the unemployment insurance rate of enterprises in a phased manner was extended until April 30, 2022. We will implement the preferential return policy for job stability, and provide unemployment insurance premiums to the insured enterprises that do not lay off workers and reduce layoffs as required; If the HR service enterprise applies for the return of stable posts, it shall distribute the return funds with the employing unit according to the agreed agreement.
We will further promote the reduction of fees and taxes, and fully implement the preferential tax policies such as the exemption of value-added tax for small-scale taxpayers with monthly sales of less than 150000 yuan, the reduction of income tax for small low-profit enterprises, the addition and deduction of research and development expenses, the accelerated depreciation of fixed assets, and support for the import of scientific and technological innovation. Small and medium-sized enterprises in the manufacturing industry are required to postpone paying part of taxes in the fourth quarter of 2021.
Fully provide employment services and strengthen the guarantee of enterprise production factors
The notice clearly stated that, under the controllable situation of the epidemic, the online and offline collaborative recruitment activities of the “New Year Recruitment Month for Ten Thousand Enterprises” will be carried out around the Spring Festival, and the number of job fairs will be increased, including no less than 10 overseas labor cooperation job fairs, to meet the urgent needs of enterprises. Give full play to the role of the adjustment mechanism for surplus and shortage, encourage human resources service enterprises, industry associations, vocational and technical colleges, etc. to provide employment services for enterprises that produce during the Spring Festival, and praise the remarkable achievements.
Strengthen communication and coordination among departments such as power supply, water supply, gas supply, heat supply and transportation, improve emergency response plans for extreme weather, and ensure the stable supply of various production factors.
Carry out heartwarming action to encourage employees outside the city to stay in Ningbo for the New Year
The notice pointed out that on the basis of implementing the epidemic prevention and control requirements, all districts and counties (cities) should rely on the labor union to visit and condone the front-line employees of key projects, key projects and key enterprises that do not stop work and production during the Spring Festival; Enterprises and industry associations are encouraged to issue a certain number of discount coupons for accommodation and catering, free tickets for film and scenic spots, etc. for employees staying in Ningbo who stick to their posts during the Spring Festival, and care for the employees staying in Ningbo. During the Spring Festival, employees can enjoy a series of special Spring Festival activities with the “5 · 1 Service Card”; Local trade union venues, state-owned investment stadiums, comprehensive squares, state-owned museums and art galleries of non-ancient buildings and sites, etc., are free of charge to employees and families staying in Ningbo. All major telecom operators are encouraged to provide preferential services such as “gift package for the Spring Festival in Ningbo”, and guide employees in Ningbo to send greetings to relatives and friends through online New Year greetings.
Distribute “post retention red packets” to encourage employees staying in Ningbo to stick to their posts
The notice proposed that enterprises that produce during the Spring Festival should be encouraged to take measures such as issuing “red envelopes for staying at work”, ensuring accommodation, improving the dining environment, and so on, to improve the enthusiasm of employees staying at work during the Spring Festival. Special subsidies will be given to non registered residence employees who work in front-line production positions in industrial enterprises above designated size, service enterprises above designated size (excluding state-owned and state-controlled enterprises) and major project construction enterprises in Ningbo from January 26 to February 10, 2022, and who pay social insurance in Ningbo in December 2021. The subsidy standard is 100 yuan per person per day, and the maximum subsidy per person is 500 yuan. The special allowance for employees shall be declared by the enterprise on its behalf, reviewed by the township (street) where it belongs, and distributed through the “Yongyiban” platform. Each district/county (city) shall formulate and implement incentive measures for employees staying in Ningbo according to the actual situation.
Government subsidies for enterprises to charter cars encourage returning employees to return to work as soon as possible
The notice requires that the epidemic prevention and control requirements be strictly implemented and various forms be taken to ensure the smooth return of employees outside the city. From February 1 to February 28, 2022, enterprises (excluding state-owned and state-owned holding enterprises) who rent (including joint rental) buses across the province “point to point” to organize the return of employees from outside the city, or hire buses to transport the return of employees from outside the city in the export of labor cooperation outside the province, will be given a subsidy of 50% of the rental fee if they meet the conditions, with a maximum of 200000 yuan for each enterprise; For employees outside the city who return to work in enterprises in our city (excluding state-owned and state-owned holding enterprises) on their own (including the employees staying in Ningbo who stick to their posts during the Spring Festival), the eligible ones will be given a transportation subsidy for returning to work. The subsidy standard is 100 yuan/person in provinces outside the city, 300 yuan/person in East China, and 500 yuan/person outside East China.
The transportation subsidy for returning to work shall be declared by the enterprise on its behalf, reviewed by the local township (street), and distributed through the “Yongyiban” platform.
Carry out a radical action to eliminate salary arrears and safeguard the legitimate rights and interests of employees
The notice proposed to guide enterprises and employees to negotiate and formulate plans for peak holidays and compensatory holidays during the Spring Festival.
Enterprises that arrange employees to work normally during the Spring Festival shall pay wages and overtime wages according to regulations. We will comprehensively carry out the special action to root out wage arrears in winter, implement the substantive office system during the New Year’s Day and the Spring Festival, strengthen the troubleshooting of hidden dangers and dispute resolution, ensure the dynamic “two zeros” of wage arrears before the Spring Festival, and ensure that employees receive wages in full and on time.
Distribute epidemic prevention gift packs and strictly implement epidemic prevention and control measures
The notice stressed that all localities should urge production enterprises to carry out health publicity and education, and educate and guide employees to enhance awareness of epidemic prevention. We should guide and urge production enterprises to make emergency plans for epidemic prevention and control during the Spring Festival, strictly implement various epidemic prevention and control regulations, and implement the registration and health management system for employees returning to work in other places to ensure full coverage and no omission. The health department should guide and urge enterprises to distribute epidemic prevention gift packs to employees in Ningbo.
It is reported that the notice will be implemented from January 1, 2022 to December 31, 2022. If the implementation time of relevant policies and measures has been specified, its provisions shall prevail; The same as other similar policies shall be implemented according to the principle of “high without repetition”; The relevant supporting policies issued or adjusted by the state or province shall be implemented according to the new regulations.
