From July 4 to 5, Deputy Director Xu Huanming, together with the relevant personnel of the Commercial Development Department and the Marketing Department of the Department, went to Huzhou City to investigate and develop the domestic market, and held a symposium in Anji County attended by the leaders in charge of the commercial departments of Huzhou City and its counties (cities, districts).
After listening to the report of the leaders in charge of Huzhou Trade and Grain Bureau and the subordinate counties (cities, districts) Commerce Bureaus, Deputy Director Xu Huanming fully affirmed the achievements of Huzhou’s trade and circulation work, and pointed out that Huzhou’s trade and circulation organization is relatively sound, and its strength is also relatively strong, and some practices and experiences in trade and circulation work are worth summarizing and affirming. Xu Huanming pointed out that “expanding the market, promoting consumption, expanding investment, creating advantages, and providing excellent services” is the central task of the business work recently determined by the Party Group of the Department. Market expansion includes both international and domestic markets. Consumption, investment and export are the three carriages driving economic growth at the national level. Local economic development is driven not only by consumption, investment and export, but also by the net outflow of goods and services between the region and other regions in the country. Therefore, domestic interregional trade is also an important part of the local economy. Opening up the domestic market and expanding the net outflow of interregional trade, that is, expanding the “export” outside the province (city), is actually the “fourth carriage” to drive the local economic growth. The competent commercial departments at all levels should form a consensus and attach great importance to it. Zhejiang is a small province of resources and a large province of manufacturing. Opening up the domestic market is conducive to digesting more production capacity, promoting effective investment and driving further regional economic growth. In 2012, the contribution rate of domestic demand to Zhejiang’s economic growth reached 77.4%. The province achieved 4.6 trillion yuan of domestic sales of industrial products throughout the year. The proportion of domestic sales of industrial products reached 80.6%, driving 8 percentage points of industrial economic growth.
Deputy Director-General Xu Huanming asked to grasp three aspects around vigorously developing the domestic market: first, clear direction. While expanding the market in the province and increasing the proportion of sales of Zhejiang goods, we should increase the efforts to expand the domestic market outside the province, increase the share of Zhejiang goods in the domestic market outside the province, continuously enhance the competitiveness of Zhejiang goods, expand the contribution rate of domestic sales to economic growth, and give full play to the role of circulation guidance and production organization; Second, broaden the way. We should not only make full use of traditional channels such as professional markets, domestic exhibitions and Zhejiang merchants’ resources to expand the market, but also vigorously use modern circulation methods such as e-commerce and brand chain to expand the market; Third, lay a good foundation. We should strengthen the construction of the team, reasonably draw on the experience of the market operation monitoring system, quickly establish the monitoring and evaluation system for opening up the domestic and foreign markets in the province, and pay attention to the linkage of multiple parties, data sharing, and information exchange, so as to do the basic work for opening up the domestic market. Finally, Deputy Director Xu Huanming hoped that Huzhou City would give full play to its advantages, have the courage to innovate, seek breakthroughs and actively contribute to the development of domestic market in the province.
