In 2023, the added value of high-tech industry in Quzhou increased by 12.7%, ranking second in the province. In 2024, the added value of high-tech industries in Quzhou City continued to maintain a high growth rate. From January to February, the added value of high-tech industries reached 55%.7.8 billion yuan, with a growth rate of 23%.7%, higher than the provincial average growth rate by 12%.9 percentage points, ranking first in the province, with the added value of high-tech industries accounting for 62% of the added value of large-scale industries.65%, surpassing Ningbo for the first time, ushering in a “good start” for the year 2024.
One is to move towards novelty and cultivate new quality productivity and new driving forces. In recent years, Quzhou City has implemented the development strategy of “strengthening the city through industry and revitalizing the city through industry”, continuously promoting the transformation and upgrading of enterprises and industries, and taking the lead in laying out future industries such as new energy, integrated circuits, and life and health. Taking the new energy industry as an example, a complete industrial system has been established from key materials for lithium batteries to lithium battery production. Relying on the inherent advantages of the chemical new materials industry, it has become the world’s largest cobalt material industry base. It has also formed a complete industrial chain of four key components for producing lithium battery products – positive electrode materials, negative electrode materials, electrolytes, and separators, attracting a group of leading new energy industry enterprises such as Geely, Penghui, and Yidao to take root. In the project decision-making stage, the technology department is a key participating department, and whether it belongs to the high-tech industry and whether the R&D investment reaches 3% is an important basis for project decision-making. The investment growth rate of the high-tech industry in 2022 and 2023 reached 116%, respectively.4%, 28.Maintain a high growth rate of 2%. With the initial production and operation of high-tech industry investment projects, the added value of high-tech industries is gradually increasing.
The second is to emphasize the “plus” effect and cultivate a new fertile ground for innovative development. Relying on the strong magnetic field and strategic advantages of our provincial high-end chemical technology innovation center, we have introduced academicians Xu Nanping, Chen Jianfeng, Duan Xue, and Sun Shigang and their teams, forming a grand gathering of five academicians in the chemical industry in Quzhou. Collaborating with Beijing University of Chemical Technology, Xiamen University, and Nanjing University of Technology to establish an Innovation Research Institute, achieving effective integration between industry, academia, and research at a higher level and deeper level, and opening up new fields and tracks. As of the end of 2023, the Provincial Technology Innovation Center has gathered 367 high-end R&D talents, including 128 PhDs, 11 candidates for the national talent plan, and 24 candidates for the national youth talent plan. Actively promoting the integration of “disciplines+talents+industries”, bridging the bridge of achievement transformation, and successfully building a pilot training base. As of now, a total of 33 pilot projects have been selected and settled, promoting the rapid landing and transformation of 16 mature projects by the academician team in Quzhou, accelerating the industrialization process, and incubating and cultivating 8 technology-based enterprises.
The third is to cultivate “seedlings” into “forests” and build a new trend for the development of technology-based enterprises. The Quzhou City Science and Technology Enterprise “Double Increase” Action Plan (2021-2025) has been issued, implementing a “four color” management and cultivation mechanism for enterprises throughout the city, timely introducing scientific and technological innovation resource elements, constructing a full process technology oriented enterprise cultivation service model, promoting the vitality of innovation entities, organic connection of innovation chains, and significant improvement in innovation efficiency. Support enterprises, universities, and research institutes to form innovation consortia, and select 235 industrial science and technology special envoys with doctoral or vice senior titles to pair with member units of the innovation consortia, achieving full coverage of the six iconic industrial chains. Throughout the year, the industrial special envoy contacted 1287 enterprises and solved 208 problems for them. In 2023, our city added 187 new high-tech enterprises and 894 provincial-level technology-based small and medium-sized enterprises, ranking among the top three in terms of completion rate and growth rate in the province, forming a large number of technology-based enterprises with broad coverage.
