In the process of registration and numbering of venues for folk belief activities, Daishan County Religious Affairs Bureau insisted on high standards and strict requirements, and ensured that the registration and numbering work promoted the standardized management of venues. By the end of November, the goal of “five modernizations” had been basically achieved in Class A registration venues in the county, that is, democratization of team building, sunshine of financial revenue and expenditure, scientific activity procedures, institutionalization of safety inspection and legalization of infrastructure management.
First, all Class A places adopt the practice that the place management team is democratically elected and reported to the local government for approval. The place managers produced in this way can gain wide recognition from the society and the support of believers, and also lay the foundation for the place to implement self-management. Second, before holding a large-scale celebration every year, all Class A places can be reported to the community (village) and township level by level for approval in written form. Before the event is held, the local towns and villages will take the initiative to investigate the potential safety hazards and check the security plan. The Religious Affairs Bureau will also cooperate with the local towns and villages to conduct a comprehensive inspection of these places, especially the key links such as catering materials, incense and firecrackers, vehicle parking and traffic diversion. Third, Class A places attach great importance to establishing and improving the financial management system, especially the revenue and expenditure, which is open and transparent year by year, well documented and won the trust of the people. Because these places have sound management institutions, strict rules and regulations, and clear division of responsibilities, all the work has rules to follow, the believers are basically satisfied, and the places themselves can develop continuously. The practical benefits of democratic management and democratic financial management are fully reflected here. Fourth, the safety management of Class A places is also more standardized. All towns and villages have generally strengthened the safety inspection of places for folk belief activities, and at the same time formulated unified and standardized systems and forms. Fifth, the infrastructure management of the site strictly follows the relevant laws and regulations. If it is really necessary to repair due to housing quality problems, it must go through the relevant approval procedures with the consent of the township government, and it must not exceed the original building scale; For the approved projects, townships and communities (villages) shall supervise and do a good job in project quality management.
