- Grasp the basics and promote management
In recent years, Pujiang County has attached great importance to the standardized management of folk belief sites, and put the management of folk belief affairs on an important agenda. The county party committee office and the county government office issued the “Opinions on Strengthening the Management of Folk Belief Affairs”, strengthened organizational leadership, implemented a three-level management network and a two-level work responsibility system, and clarified that the Minzong Bureau is responsible for the business guidance of folk belief affairs, the registration number of venues, and the supervision and management of activities; Land, construction, culture, urban construction, fire protection, forestry and other departments shall supervise and manage according to their duties and laws in accordance with law; Townships (neighborhoods) are the main body of management, and 30 united front cadres are responsible for the daily management of folk belief affairs; Village (neighborhood) committees assist in managing the daily affairs of folk beliefs. All departments closely cooperate and coordinate, strengthen management and supervision, promptly study and solve existing problems, and ensure the standardization and stability of folk belief activities.
In the past few years, folk beliefs in some rural areas have become increasingly prosperous, and the phenomenon of indiscriminate construction of temples has occurred. After careful investigation and investigation, there are 468 folk belief sites in our county. In accordance with the spirit of the provincial and municipal meetings and documents on the disposal of illegal buildings involving religious sites and folk belief sites in the “three reforms and one demolition”, Pujiang County attached great importance to it, unified its ideological understanding, dared to be a “united front iron army”, and strongly advanced in accordance with laws and regulations, and the county disposed of 401 illegal buildings in folk belief sites, with a disposal rate of 100% of illegal buildings. Eligible folk belief sites have been registered and issued certificates in batches, and there are now 52 registered and issued certificates.
2. Grasp the system and promote standardization
Combined with the actual situation of folk belief sites in the county, Pujiang County has formulated eight management systems, including financial management, personnel management, work responsibilities, fire safety, health and epidemic prevention, public security protection, activity management, and file management, which are uniformly produced and distributed to all places and published on the wall. All venues are required to conscientiously implement various management systems and strictly follow the system. In particular, the financial management system should be implemented, so as to ensure that the financial situation is cleared and closed monthly, open, transparent and standardized, so as to prevent financial problems from affecting unity and causing instability. Relevant county departments and townships (neighborhoods) have strengthened inspections and supervision of folk belief sites, promptly urged rectification when problems are discovered, and truly implemented various systems.
In order to strengthen the long-term management mechanism of folk belief affairs, on the basis of investigation and research, Pujiang County formulated the “Strengthening the Standardized Management of Folk Belief Sites.The work plan clarifies the guiding ideology, main tasks, measure requirements and selection criteria for standardized management demonstration sites, and requires all folk belief sites to strictly follow the plan, give full play to the enthusiasm of site managers and believers, and work together to do a good job in standardized management.
3. Grasp supervision and promote implementation
Folk belief activities must be carried out within the scope of laws, regulations, and higher-level provisions, and must not obstruct social public order, production and living order, and must not engage in all kinds of illegal activities. Where folk beliefs are used to carry out illegal activities, they are to be dealt with in accordance with law. Standardizing folk belief activities, our county focuses on supervising the following four aspects: First, supervising internal management. Whether the democratic management organization is sound, democracy produces management organization, democratic management of internal affairs; Whether the various systems are perfect, whether the financial management is cleared daily and monthly, transparent and open; Whether the basic quality and cultural literacy of management personnel are good, and whether they abide by discipline and law. The second is to supervise the “three implementations”: that is, the implementation of policies and regulations, the implementation of daily activity arrangements, and the implementation of large-scale activities. Do not engage in activities that violate relevant laws and regulations or religious activities that are inconsistent with the subject of folk belief sites, and do not invite religious professionals to engage in relevant activities without authorization. The third is to supervise safety management. Whether safety management has achieved “four noes”, that is, no fire accidents, no disease transmission incidents, no food poisoning incidents, and no public security disputes. The fourth is to supervise and serve the society. Whether the service to the society has achieved “two haves”, that is, there is a response to major disaster events and there is action for social welfare undertakings.
When heavy rain and heavy rain hit during the flood season in June, Pujiang County did a good job in supervising safety, went deep into folk belief sites to carry out inspections, implemented special personnel to be responsible for inspection duty, dispatched more than 200 inspectors, and the inspection rate of folk belief sites reached 100%, requiring timely repairs to two sites with slight leaks. In July, in the centralized investigation and rectification of fire safety hidden dangers, the supervision work was done. By the end of July, a total of 258 people had been dispatched, 72 places for folk belief activities had been inspected, the inspection rate had reached 100%, 212 hidden dangers had been detected, and 91 rectification notices within a time limit had been issued.
