In 2021, Zhejiang took the lead in launching the digital reform in China. Promote the open and sharing of scientific research instruments to improve the utilization efficiency of innovative resources

Plan the online gathering of instruments and expand the supply of shared resources
Previously, due to the lack of a unified and open platform for sharing large-scale scientific research instruments in Shaoxing, instrument sharing resources could not be displayed and supplied in a centralized way, which easily made it difficult for enterprises and innovation teams to find and use scientific research instruments in the process of technology research and development. Shaoxing Science and Technology Bureau took the opportunity of digital reform in the province and the city to actively report and communicate with the Provincial Science and Technology Department. On the basis of the original sharing platform of the Provincial Science and Technology Department, through in-depth investigation, analysis and planning and design, it vigorously promoted the construction and improvement of the one-stop platform for open sharing of large-scale scientific research instruments in the city.
Through in-depth analysis of the pain points and difficulties of enterprises in searching and using instruments, we sorted out and improved three lists of major needs, multi-span scenarios and major reforms of digital reform, and compiled a “major application integration construction plan”. Establish a three-level linkage mechanism between vertical provinces, cities and counties and a collaborative working mechanism between horizontal departments, strengthen the cooperation and interaction between science and technology departments and finance, education, customs, health and health, market supervision and other departments through holding symposiums and establishing working contact groups, and collect scattered scientific research instrument resources; At the same time, through the form of striving for provincial-level pilots and carrying out municipal-level pilots, we will work together to promote the construction and promotion of digital platform for instrument sharing.
At present, the digital application platform has completed 1.Version 0 was built and put into trial operation, and 555 large-scale scientific research instruments with a total value of 6..200 million yuan, and more than 500 units and individual users to provide related services for more than 1000 times.

Recently, the company’s technicians have been learning to use the open sharing platform of large-scale scientific research instruments and experienced the convenience of finding and using scientific research instruments online. The person in charge of the company’s technical department said that the sharing platform can now directly search for instruments through websites or mobile phone applets and place orders with one click, which solves the inconvenience of finding instruments and improves the efficiency of technology research and development.
Perfecting shared service process and improving innovative service quality
For a long time, innovative carriers such as universities, scientific research institutes and enterprise R&D institutions have the responsibility and requirements for open sharing of instruments. However, there are some difficulties in practical operation, such as the lack of effective and unified management platform, cumbersome sharing processes and procedures, and inconvenient delivery of service results, which often lead to low enthusiasm for open sharing of instruments within innovative carriers, increased repeated purchases of instruments, and low efficiency in use. “Open sharing” has become a slogan and has not been truly implemented.
Under the leadership of the Provincial Science and Technology Department, Shaoxing Science and Technology Bureau actively promoted the pilot project of digital application construction of “open sharing of large scientific research instruments”. Vigorously promote the open sharing of large-scale scientific research instruments “one network to do” and “one finger to do” pilot application. Guided by the needs of enterprises, a full-process service system of instrument sharing is built by digital means, which integrates “instrument search-online reservation-order processing-innovative voucher application-result feedback-service evaluation” and other links, thus enhancing the sense of acquisition of scientific and technological enterprises and researchers.
At the same time, actively explore the reform of the management system of scientific research instruments for innovative service carriers to make up for the shortcomings in the management system and mechanism. Taking Shaoxing University of Arts and Sciences as a pilot, the Administrative Measures for Open Sharing of Large-scale Instruments and Equipment in Shaoxing University was promoted (for Trial Implementation). By strengthening the evaluation guidance, organizational construction and system construction of innovative carriers, the performance rewards for open sharing were increased, the effectiveness of scientific research instruments management and the enthusiasm of experimental technicians were effectively enhanced, and the service quality and level of instrument sharing were improved.
Zhejiang Key Laboratory of Clean Dyeing and Finishing Technology, affiliated to Shaoxing University of Arts and Sciences, actively uses the open sharing platform of scientific instruments to carry out R&D detection services, and provides R&D detection and analysis for Zhejiang Chuanhua Chemical Co., Ltd. through the automatic single fiber contact angle measuring instrument, which effectively compares the affinity between spinning oil and textile materials and the visualization effect of oil wetting and spreading, and provides effective data support for product development.
Relevant practices have been reported by Science and Technology Daily, Shaoxing Daily and other media, and the innovation achievements of relevant systems and mechanisms have been listed as the excellent theoretical system achievements of the provincial and municipal digital economy system in 2021.

Promote the reform of policy system and improve the long-term mechanism of sharing
In recent years, governments at all levels have paid more and more attention to scientific and technological innovation, invested more and more in scientific research instruments, and purchased many scientific research instruments through financial funds. However, for a long time, there have been many problems in different departments and systems, such as multi-head management and scattered resources. There is a lack of unified and effective management platform and management grasp, and policy support is not stable enough, which leads to the failure of open sharing.
Shaoxing Science and Technology Bureau actively promotes institutional innovation and policy support, and accelerates the open sharing of scientific research instruments. The municipal departments of science and technology and finance jointly issued the “Pilot Program of Shaoxing Science and Technology Innovation Voucher Reform”, which reshaped the business process of innovation vouchers, reduced the examination links, shortened the redemption cycle, strengthened credit supervision, and initiated the “non-inductive direct exchange” of innovation vouchers in the province, opening up a “green channel” for the open sharing of large-scale scientific research instruments and enhancing the sense of acquisition of innovative subjects. In Shaoxing’s Policies for Accelerating Scientific and Technological Innovation revised in 2022, it is proposed to increase the proportion and amount of subsidies for innovative service carriers that provide services through this platform; And actively explore the compensation mechanism of instrument sharing insurance, promote the implementation of instrument sharing insurance through policy subsidies, enhance the open sharing guarantee of scientific research instruments, and solve the worries of innovative service carriers.
At the same time, all management departments can intuitively check the local innovative service carriers to carry out instrument sharing performance evaluation, instrument purchase evaluation, instrument open sharing monitoring and early warning and other scenarios through the governance end of the provincial instrument open sharing platform, so as to enhance the governance capacity of scientific research instruments open sharing. In addition, we have actively deployed special services for local characteristic industrial instruments. Taking Yuecheng District as an example, we have combed the resources of scientific research instruments and innovative service carriers for various industrial chain links such as testing, packaging, manufacturing, design and material research and development of the integrated circuit industry. At present, we have collected more than 10 innovative carriers and more than 30 large-scale scientific research instruments related to the local integrated circuit industry, providing hardware support for regional integrated circuit industry research and development.
