Through pairing, we can change a person, and then change the fate of a family and an ethnic region. Such a story is constantly being staged in Deqing, Huzhou, which carries the well-off dreams of thousands of people in Dongdi Miao and Yi Township, Nayong County, Bijie City, Guizhou Province. Since 2007, Deqing County has been empowered by “technology” through various forms such as employment recruitment, talent training, and public welfare funds, teaching people to fish, and has embarked on a new path of “education assistance” for national unity and common prosperity.
“Our school trains more than 30,000 people a year. Luo Shuyang, principal of Zhejiang Deqing Fuxi Street Adult Culture and Technology School (hereinafter referred to as “Cheng School”), told reporters. It is the location of the core block of the state-level Huzhou Moganshan High-tech Industrial Development Zone, where nearly 50,000 people of all ethnic groups from 31 provinces and cities and 37 ethnic groups work and live here. How to make these people grow personally and enrich their families in a foreign land is a local work challenge.
In 2007, the Deqing county government funded the school, which aims to help them complete their transformation from “farmers” to “workers”. The school offers skills training, academic training and adult higher education, as well as gold medal team leader training for “high-end” talents. The school tailors the professional courses, lists the “training menu” according to the needs of the enterprise, and selects the training courses by the person in charge of the enterprise and the employees.
Wei Zhenyan from Dongdi Miao and Yi Township, her family is relatively poor, and after obtaining a vocational high school diploma from Fuxi Street in Deqing, she successfully found her ideal job, “If I don’t come to Deqing, I don’t know what my life will be like?”
Poverty alleviation is an important way to interrupt the intergenerational transmission of poverty. In the years of “counterpart cooperation” with Dongdi Miao and Yi Township, Deqing has summed up a series of experience in helping things from east to west. For example, through the establishment of the Deqing-Dongdi labor recruitment studio, the promotion of two-way exchanges between village cadres and other ways to carry out mutual learning and family visits, and the organization of labor job fairs to promote the poor labor force and employers to reach employment intentions. At the same time, Deqing launched an online human resources service station to help its counterpart, create an online platform, explore the development model of “literature and art + cultural tourism + cultural creativity”, and build a new bridge for poverty alleviation and cooperation.
“Providing a simple job and material poverty alleviation is not our goal. It is possible to cultivate a group of people through vocational ‘re-education’, so as to change the fate of their families and regions, and achieve the goal of common prosperity of all ethnic groups. Xia Saiyi, a member of the Party Working Committee of Fuxi Street, Deqing County, introduced that in order to achieve this goal, the local government also mobilized caring enterprises to invest 500,000 yuan to set up the Meigao Hongzhi National Education Fund in Dongdi Miao and Yi Township to reward outstanding students and help children in difficulty.
In addition, Deqing has also established a “Concentric Peer College”..Establish the “Dong Di Class” to provide free training and services such as academic qualifications, job skills, e-commerce entrepreneurship and other training and services for Dong Di people in Deqing, cultivate Dong Di people’s ability to start a business and bring wealth and social governance, and guide Dong Di people to feed back the construction of their hometowns, and effectively mobilize and stimulate the endogenous motivation and main role of the people in the corresponding areas. In 2020 alone, more than 450 people have been trained. Nowadays, more than 20,000 new residents in the local area participate in training on academic qualifications, job skills, life literacy, laws and regulations, and social ethics every year.
