A few days ago, Zhang Jianting, vice mayor of the Hangzhou Municipal Government, made an important comment on the materials submitted by the Municipal Religious Affairs Bureau on the “Practical Results of the Registration and Numbering of Places of Religious Activities among the Citizens of China”: “The Ethnic and Religious Affairs Bureau has done a good job in this work. The work is detailed, the methods are new, the measures are practical, and the results are good. It is hoped that it will be based on long-term effect and prevent rebound. ”
Since the beginning of this year, the Hangzhou Municipal Religious Affairs Bureau has thoroughly implemented and studied the spirit of the relevant provincial documents, drafted the “Implementation Plan for the Registration and Numbering of Civilian Religious Activity Sites in Hangzhou” in light of actual conditions, provided a policy basis for the management of religious affairs among the entire citizens, and established a leading group for the registration and numbering of civil religious sites in Hangzhou to further clarify leadership responsibilities. Proceeding from stressing politics and the overall situation, the civil and religious affairs departments of all districts and counties (cities) have meticulously organized, made strict arrangements, and vigorously grasped implementation, and on the basis of the principle of “recognizing a batch, merging a batch, transforming a batch, and disposing of a batch”, comprehensively rolled out the pilot work on the registration and numbering of places for people’s religious activities. By the end of October, a total of 396 sites for folk religious activities had been reported and entered in various localities, and more than 360 application materials had been reviewed through procedures such as paper inspections, on-site visits, and online information reviews, and more than 270 sites for folk belief activities had been reviewed and included in their registration numbers. The entry rate, audit rate and annual completion rate are among the top in the province.
In the next stage, the Civic Religious Affairs Bureau will thoroughly implement the spirit of the meeting of the Provincial Committee for the Promotion of the Registration and Numbering of Folk Belief Activity Sites in October, and continue to do a good job in the implementation of the task of registration and numbering of folk belief activity venues. The first is to further decompose the objectives and tasks, refine the work requirements, keep an eye on the goals of each stage, and make overall arrangements and deployments. It is planned that by the end of November, 90% of the sites to be registered this year will be reported and entered, and at the same time, under the premise of strict registration standards, we will strive to complete the target task of including the second batch of more than 250 folk belief sites in the registration number, so as to ensure that the completion rate of the whole year reaches 70%. The second is to focus on giving play to a positive exemplary role, striving to establish a number of venues with standardized management, normal activities, and adaptation to society as models, and driving the rectification and improvement of other venues for folk belief activities. The third is to strengthen the guidance of the standardized management of sites that have been included in the registration number, give play to the main role of the self-management of folk belief sites, and gradually bring them into the track of normalized and long-term management.
