Promoting the deep integration of digital technology with the real economy, promoting digital industrialization and industrial digitization, and empowering the transformation and upgrading of traditional industries are important contents of Xi Jinping’s economic thought. The report of the 20th National Congress of the Communist Party of China clearly pointed out that the deep integration of the digital economy and the real economy should be promoted. As a major province of the digital economy, Zhejiang pointed out at the first meeting of the Spring Festival in 2023 that it will make greater efforts to implement the “No. 1 Development Project” for digital economy innovation and quality improvement, and promote the construction of a modern industrial system led by the digital economy to make new and significant progress. In the new era, where is the focus of the deep integration of the digital economy and the real economy? In enterprises, especially in small and medium-sized enterprises that are large in volume and wide in scope and full of vitality. As proposed in the 2023 government work report, accelerate the digital transformation of traditional industries and small and medium-sized enterprises, and strive to improve the level of high-end, intelligent and green. Promoting the development and growth of small and medium-sized enterprises with digital empowerment is a breakthrough for Zhejiang to accelerate economic transformation and upgrading and build a modern industrial system.
Background of promoting the digital transformation of small and medium-sized enterprises
First, it is necessary for industrial transformation. Zhejiang is a large province of private economy and small and medium-sized enterprises, and more than 99% of the more than 2 million enterprise legal persons in the province are small and medium-sized enterprises;5.More than 90% of the 50,000 industrial enterprises above the designated size are small and medium-sized enterprises. If we grasp small and medium-sized enterprises, we will also grasp the key to the digital transformation of the industry, and we will also lay a solid foundation for industrial transformation.
Second, it is forced by the actual situation. At present, the “three mountains” that hinder the digital transformation of small and medium-sized enterprises are “lack of talents, lack of experience, and lack of funds”, which is manifested in the unwillingness of small and medium-sized enterprises to change, dare not change, and will not change in the face of digital transformation.
The third is the development of enterprises. On the basis of summarizing the practice of enterprises, the provincial government issued the “Action Plan on Promoting the Digital Transformation of Small and Medium-sized Enterprises in Subdivided Industries”, which adopts five ways, including sub-industry promotion, lightweight transformation, engineering implementation, platform support, and practical services, so that the digital transformation of small and medium-sized enterprises can no longer “see flowers in the fog”, but “see the sun through the clouds”.
Promote the path of digital transformation of small and medium-sized enterprises
There are many industrial categories in Zhejiang, the differences between industries are large, and the barriers are high, so we should give full play to the characteristics of the industrial agglomeration and the core industries with advantages in counties and counties in our province, do a good job in planning, aim at demand, accelerate promotion, and form a closed loop of work.
Grasp the plan in the early stage. The digital transformation of small and medium-sized enterprises must face a large number of different small and medium-sized enterprises, and must sink to the county (city, district), and the province has created the first batch of 24 pilot counties for the digital transformation of small and medium-sized enterprises, involving 15 small and medium-sized enterprises.20,000 units. According to their own situation, according to the province’s industrial development priorities, the county to implement the specific subdivision of small and medium-sized enterprises digital transformation of the industry, and from which to select a good foundation, strong willingness to transform the enterprise, to create a sample enterprise, the first batch of small and medium-sized enterprises digital transformation pilot county plans to build a sample of 190 enterprises, will carefully sort out the needs of small and medium-sized enterprises in the digital transformation of small and medium-sized enterprises, the formation of an implementation plan.
Build a scenario in the middle of the term. Focusing on the needs of the digital transformation of small and medium-sized enterprises in subdivided industries, the construction of “N+X” application scenarios (N is the basic application scenario for the common needs of digital transformation of subdivided industries; X is the personalized application scenario of enterprises), relying on the industrial brain of subdivided industries or industry-level industrial Internet platforms, focusing on basic scenarios, develop and integrate various small and refined, modular, combined, and universal application scenarios, and implement platform-based and lightweight transformation for small and medium-sized enterprises. At present, nearly 400 “N+X” application scenarios have been developed in 24 pilot counties, and the transformation of enterprises in some areas has achieved remarkable results, with production efficiency increased by 35%, production costs reduced by 8%, and yield rate increased by 11.7% and 5% reduction in energy consumption. In the construction process, with reference to the project management method, explore the use of the general contracting system, that is, one general contractor, several subcontractors, and the general contractor implements whole-process management of the progress, cost, quality, standards, and safety of the digital transformation project to ensure project quality, production safety, and data security. This not only solves the trouble of small and medium-sized enterprises to find multiple service providers in digital transformation, but also avoids the “data chimney” that may be caused by multiple service providers, and greatly reduces the pressure of small and medium-sized enterprises “dare not and will not”.
Fast promotion in the later stage. To put it simply, it is to “look and learn” and give full play to the power of example. Model enterprises require all kinds of equipment to be transformed based on unified standards, to form interconnection between equipment and systems, and to have certain data analysis and intelligent decision-making capabilities. The first batch of pilot counties plans to promote more than 4,000 enterprises in 2023, and it is estimated that about 1.6 billion yuan will be invested. The county-level sample requires the introduction of policies and measures to encourage the digital transformation of small and medium-sized enterprises, the establishment of a working mechanism, the formation of an evaluation system, and the exploration of innovative transformation paths. For example, the “6250” lightweight digital reform plan promoted by Jiangshan – “6 basic application scenarios, 2 months of transformation period, 500,000 yuan of investment funds, 50% financial subsidies, and 0 risk guarantees”.
Focus on promoting the digital transformation of small and medium-sized enterprises
Deepen county-level pilots. In accordance with the requirements of “pilot first in the first year and promotion and coverage in the second year”, we will accelerate the promotion of the first batch of 24 pilot areas to improve the work promotion mechanism, refine the “N+X” application scenarios, create enterprise samples, and summarize experience models. Held a national tour of digital empowerment for small and medium-sized enterprises (Zhejiang Station). Every year, about 20 counties (cities, districts) are selected to carry out special financial incentives for small and medium-sized enterprises to carry out pilot work on digital transformation.
Cultivate high-quality digital service providers. Cultivate a group of digital service providers with deep industry knowledge accumulation, good project implementation capabilities, and can continue to provide high-quality services in a stable manner, support service providers to create “small, fast, light and accurate” solutions and products, build channels for program display, experience sharing, communication and docking, and promote the sharing and sinking of service provider resources. Encourage industry leading enterprises to cultivate independent digital service providers, and export digital transformation services to small and medium-sized enterprises in the industry, such as digital service providers established by leading enterprises in the industry such as Chint Electric, Wolong Motor, Tianneng Battery, Xinfengming, etc., which have achieved profitability and become a model for industrial digitalization to feed back digital industrialization.
Enhance the capabilities of digital service platforms. We will continue to improve the “1+N” industrial Internet platform system in our province, support basic platforms such as supET and supOS to continue to improve the service capabilities of the base, do a good job in the gradient cultivation of characteristic professional platforms, and focus on supporting industry-level industrial Internet platforms (industrial brains of subdivided industries) to provide platform services to small and medium-sized enterprises in the industry. Our province has created a total of 500 provincial-level industrial Internet platforms. Organize the work and letters.The Ministry of Finance and the Ministry of Finance jointly launched a pilot project to support the digital transformation of small and medium-sized enterprises (in 2022, 12 digital service platforms in our province were shortlisted, ranking first in the country), creating a benchmark for service platforms in the province.
