Vigorously upgrade and upgrade industrial clusters such as integrated circuits, biomedicine, new materials and modern textiles, tackle key core technologies, lay out future industries in a forward-looking way, and seize the commanding heights of industrial development. The new industrial platform of integrated circuits “10,000 mu and 100 billion yuan” was approved as the provincial integrated circuit industrial innovation center, and Ke Qiao Modern Textile was successfully selected as the first batch of technological innovation centers in the province. Focusing on the industrial layout of the Science & Technology Corridor, we conducted an industrial technology demand survey, sorted out the catalogue of demand for precise cooperation, docked resources such as shaoji experts, Vietnamese businessmen and scientific and technological intermediaries in key cities, organized “small teams, multiple frequencies and precision” scientific and technological docking in a regular manner, organized enterprises to carry out scientific and technological cooperation docking in Beijing, Shanghai, Shenzhen and Chengdu, and introduced 1,455 innovative talents of all kinds, including 491 R&D personnel at or above the deputy senior level. One national demonstration base for attracting talents and talents has been newly selected (there are three in the province), and four provincial foreign expert workstations have been added, ranking first in the province. The newly added overseas talent introduction plan, leading innovation and entrepreneurship team and overseas engineers rank among the top three in the province.
Fourth, optimize the ecological chain, deepen the innovation and integration of science and technology, capital and industry, focus on building five ecological systems: technology and finance, technology market, property right protection, policy guarantee and innovation culture, create an ecological chain for the transformation of innovation achievements in the whole process, and continuously improve the “concentration” of Shaoxing’s scientific and technological elements, the “abundance” of innovation ecology and the “density” of economic vitality. Guide banks, venture capital, insurance, guarantee, technology and finance intermediary services and other financial resources to gather, and promote the docking of supply and demand between technology enterprises and financial institutions. We implemented the three-year plan of financial support for the Science and Technology Innovation Corridor and the three-year 100 billion credit policy, benefiting 75% of high-tech enterprises. Establish a long-term mechanism of “three services”, organize and carry out activities such as “pro-Qing through train” with the theme of “relying on science and technology to promote development”, and help enterprises solve 763 difficulties and problems in the process of innovation and development; Implementation of industrial innovation complex service promotion action, the city’s 16 provincial industrial complexes have gathered 424 innovative service institutions, providing technical consultation, inspection and testing, technology development and other services for small and medium-sized enterprises in the city for more than 210 times, helping enterprises solve 210 technical problems, signing 293 technical service projects and introducing 236 technical achievements.
