Sheng Qiuping, Director of the Provincial Department of Commerce, reported on the progress of the provincial export and consumption special classes, interpreted the evaluation index and consumption index adjustment of the export special classes, and introduced the next work tasks. 1、 Stable foreign trade and consumption promotion work, frequent highlights, and significant results
From January to May, Zhejiang’s exports amounted to 826.84 billion yuan, a year-on-year decrease of 4.5%, a decrease of 2.3 percentage points compared to January to April, accounting for 13.3% of the national market share, which is the same as the same period last year. Among them, exports in May increased by 3.0%, which is 1.6 percentage points better than the national market.
From January to May, it is expected that the decline in the total retail sales of consumer goods in the province will continue to narrow, better than the national average, and continue to lead the eastern coastal provinces and cities.

Sheng Qiuping gave a speech at the meeting on promoting the key work of the special class, interpreting the evaluation plan of the special class, and planning for the next step of work.
Key tasks of the recent special class:
Fully implement the dedicated work mechanism. One is to improve the working mechanism. Establish and improve mechanisms for work evaluation, inventory management, and policy reserves, and publish 38 issues of work briefings. Decompose the “48+188” key task list for the consumption class. The second is the iterative specialized class evaluation index method. Establish a “5+2” export specialized class evaluation index system; Simplify and optimize the evaluation of six indicators for the consumption special class. The third is to increase service efforts. 1758 requests were made for the completion of export specialized classes, with a completion rate of 99.8%; There are 11090 enterprises serving the “Five Color List”, with a completion rate of 95.5%. A total of 1320 problems have been coordinated and solved by the consumption special class, providing group assistance and guidance to 9 key counties (cities, districts) after social unrest.
Make every effort to formulate new policies. In terms of exports: Research and establish a “government+bank+credit insurance+guarantee” policy financing platform. Carry out the special work of “fighting against the epidemic, protecting enterprises, and stabilizing foreign trade”, and distribute trade financing of 100 billion yuan. Various regions have introduced a new round of unconventional policies to stabilize foreign trade. In terms of consumption: We have completed 15 new policies to boost consumption and solicited opinions, seeking breakthroughs in the placement of consumer vouchers, car consumption, and 2.5 day flexible rest; Researching policies such as employee rehabilitation, “floor stall economy”, and “night economy”, 186 consumption related policies have been introduced at the provincial, municipal, and county levels.
Make every effort to expand the market and seize orders. One is to increase support for online exhibitions. The first online Zhejiang trade fair was held, with a total of 70 “Zhejiang Export Online Trade Fairs” held, and more than 5000 enterprises organized to participate in the online Canton Fair. The second is to orderly promote the export of medical supplies. 1138 enterprises have submitted a “white list”, and 229 eligible enterprises have been approved, exporting approximately 6.85 billion US dollars in medical supplies to the world. The third is to accelerate the development of new forms of foreign trade. In May, the province’s cross-border online retail exports amounted to 7.67 billion yuan, a year-on-year increase of 15.3%, and market procurement exports amounted to 23.75 billion yuan, an increase of 4.2%. Fourth, increase policy based export credit insurance support. From January to May, Zhejiang Sinosure insured the province’s exports of 39.14 billion US dollars. Fifth, actively and steadily carry out the invitation work for overseas talents to return to Zhejiang. 413 batches of 698 invitation letters were distributed to 40 countries.
Fully promote the recovery of the consumer market. One is to accelerate the implementation of new services for digital life. The launch ceremony of the “Digital Life New Service Action and Zhejiang Goods Traveling Around the World” was held, and the special action of the “Zhejiang Broadcasting Season for a Better Life” was implemented. A total of 187 activities were held, driving consumption of 15.19 billion yuan. The “Zhejiang International Trade Fair 6.8 Live Broadcast Special Session” hosted by the Provincial Department of Commerce and the Xinjiang Aid Command began broadcasting in the Hangzhou Weiya Live Room, attracting 18.66 million viewers and guiding a transaction of 17.26 million. The second is to ignite a new wave of offline consumption. The implementation of the “Zhejiang to China Consumption • Ten Thousand Enterprises Linkage to Promote Trillion of Consumption” project has led to a total of 1186 consumption promotion activities held in various regions, driving consumption of 84.1 billion yuan. The government and enterprises jointly issued 16.72 billion yuan of consumption vouchers, including 3.8 billion yuan of financial support and 37.88 billion yuan of stimulating consumption. Thirdly, we will vigorously support the development of high-quality foreign trade products in the domestic market. Several Opinions on Promoting Foreign Trade Enterprises to Expand the Domestic Market have been issued. A total of 197 export to domestic sales activities have been held in various regions, with over 13000 participating enterprises and a transaction value of 7.90 billion yuan. Fourthly, accelerate the recovery of tourism consumption. A new 220 million yuan Zhejiang cultural and tourism consumption voucher has been launched.
Next steps:
Focusing on the goal of achieving a better export growth rate than the national average and a zero social growth rate of 6% in the second quarter, we will spare no time and spare no effort to do a good job in stabilizing exports and promoting consumption.
Further leverage the advantages of specialized class mechanisms. Make good use of the monthly economic operation evaluation index (MEI) “baton” to create a “horse racing” atmosphere of comparison and surpassing.
Further increase policy support. Strengthen support for 28000 foreign trade enterprises and 490 time-honored enterprises. Accelerate the issuance of the “Policy Opinions on Supporting Foreign Trade Enterprises to Overcome Difficulties and Stabilize Order Expansion and Market Share Protection”. Iterative upgrading of consumption policies, seeking breakthroughs and innovation in areas such as 2.5-day flexible rest, swapping old cars and appliances for new ones, stall economy, and factor guarantee.
Further linkage with international and domestic efforts to stabilize exports. By the end of June, another 40 online exhibitions will be held, striving to add 2800 new exhibitors. Organize enterprises to make good use of the online Canton Fair platform. Promote the accelerated development of cross-border e-commerce and cultivate new export drivers. Continue to assist foreign trade enterprises in exploring the domestic market and actively promote the export of second-hand cars.
Further integrate online and offline promotion of consumption. Implement ten major actions such as “cloud computing for thousands of enterprises and launching millions of merchants”, promote 300 “six online” projects, and cultivate 20 demonstration projects. Before the end of June, another 200 consumption promotion activities will be held in conjunction with provinces, cities, and counties. Accelerate the implementation of 287 major cultural and tourism projects, carry out nighttime economic pilot projects, implement the “Zhejiang goods travel to the world” action, and accelerate the development of high-quality Zhejiang goods in the domestic market.
Further improve the “three services”. We will deepen the “100 Cadres Alliance with 1000 Enterprises” campaign, leverage the service function of the “Cloud Commerce Department”, and deepen special actions such as “assisting” online legal services in “Zhejiang”.
2、 Continuously striving to build a new development pattern of dual circulation
Zhu Congjiu pointed out that after more than a month of adjustment, the working mechanism of the provincial export and consumption special class has been further improved. The member units of the special class have frequently introduced new methods and measures to ensure that the export scale continues to be better than the country and the consumption far exceeds the leading eastern coastal provinces and cities in the country, promoting the initial effectiveness of the province’s export and consumption work.
Zhu Congjiu emphasized that the next step is to strengthen the analysis and judgment, grasp the situation, identify key points, compete for excellence, and strive to achieve the goal of “achieving 5.5% GDP growth in the second quarter and positive growth in the first half of the year” to achieve high economic scores. Firstly, we must focus on grasping the overall situation of epidemic prevention. Taking into account the domestic and international epidemic prevention and control situation, fully leveraging the advantages of the domestic large-scale market and the potential for domestic demand, Accelerate the construction of a new development pattern that promotes domestic and international dual circulation. Secondly, focus on the new characteristics of the international economic environment. We should combine new features such as private enterprise exports and the rebound in exports from Europe and America, consolidate traditional fields and markets, and continue to stabilize the basic export market. Deeply tap the potential of online Canton Fair and solve the problem of “weak increase in new orders”. Increase coordination efforts and orderly organize foreign investors to expand market procurement. Strengthen quality control and develop the export potential of epidemic prevention materials. Thirdly, we must strictly adhere to the true bottom line of statistical data. We should focus on the new business model, objectively analyze consumption patterns, truthfully collect consumption data, and achieve a unified approach. Strengthen data verification and analysis, and accelerate the improvement of consumption statistics system. Fourth, we need to highlight key consumption guidance. We should focus on the contribution of durable consumer goods such as automobiles and household appliances to the consumption of weighted goods, accelerate the introduction of consumption promotion policies such as “exchanging old for new” and “bringing cars to the countryside” for automobiles and household appliances, and continue to create a safe and trustworthy consumption environment.
