According to the data released by the provincial science and technology department, the cumulative number of overseas engineers in our city has reached 331, ranking first in the province. Among them, 61 were selected in 2022, ranking first in the province. In recent years, the Municipal Science and Technology Bureau has firmly established the working concept of “human resources are the first resource”, attached great importance to the introduction of overseas high-level talents, and achieved certain results in talent introduction and service. By the end of 2022, there were 510 foreign high-end talents (Class A) and 972 professionals (Class B) with certificates in the city, and the index of foreign talents working in China ranked second in the province. Since 2023, the city has handled 78 person-times abroad, 80 person-times in China, and the work permit has been extended by 258 person-times.
First, optimize the talent introduction mechanism around “attracting talents”
First, optimize the market talent introduction mode, make full use of the abundant advantages of local private capital and distinctive industrial characteristics, focus on leading industries and leading backbone enterprises, and effectively promote the docking cooperation between private capital and overseas high-level talents and scientific and technological projects. The second is to optimize the mode of attracting talents, and continue to create and expand various channels of attracting talents from overseas by relying on the special activities of science and technology such as “revealing the list”, “science and technology roadshow”, “docking between colleges and enterprises” and international talent exchange conference. The third is to optimize the model of policy-based talent introduction, upgrade the overseas high-level talent introduction policy, implement key talent introduction projects such as national (provincial) overseas talent introduction plan, provincial overseas engineers, provincial leading innovation and entrepreneurship team and “Xingyao Nanhu” leading talent plan, and increase the introduction of foreign high-end talents, especially overseas young talents.
Second, strengthen the construction of talent platform around “cultivating talents”
First, give full play to the role of enterprises in cultivating talents, adhere to the principle of “enterprise-oriented”, continuously increase the cultivation of leading scientific and technological enterprises and high-tech enterprises, promote the construction of enterprise R&D institutions, support scientific and technological enterprises to introduce overseas high-level talents and teams in a targeted manner, support enterprises to connect overseas high-level talents through consulting guidance, short-term part-time jobs, etc., and promote the use of talents with technical flexibility and the formation of organizational teams to cultivate talents. Second, give play to the role of carrier education, adhere to “carrier-based”, support Tsinghua Yangtze River Delta Research Institute in Zhejiang to become bigger and stronger, and accelerate the construction and development of a number of high-energy innovative carriers such as flexible electronics Institute of Technology, Nanhu Laboratory, south university of science and technology of china Jiaxing Research Institute and Future Food Research Institute, so as to create good scientific research conditions for attracting overseas talents. Third, give full play to the synergy of education and science and technology, adhere to the “four-chain integration”, support overseas talents to participate in local scientific research activities with the help of international cooperation resources such as Zhejiang University International Joint College International Cooperation Education Model Area and Beijing Institute of Technology Yangtze River Delta Research Institute (Jiaxing), and rely on the science and technology plan project system.
Third, focus on “retaining talents” and improve the ability of talent service
The first is to promote the “one window for all”. On the basis of summarizing the experience of the “one window for all” pilot work of foreigners from Jiashan and Pinghu in the early stage,.Further optimize the workflow, simplify the application materials, investigate and visit the basic conditions for the implementation of “one window for all” in districts and counties, coordinate and solve difficulties, and accelerate the expansion of “one window for all”. The second is to promote the approval of “no meeting”, implement the “streamline administration, delegate power, strengthen regulation and improve services” reform based on the information platform, implement the “whole process online processing” for foreigners’ work permits in China, and realize the approval of “no meeting”. The time limit for processing work permits is reduced to 10 working days for Class A and 15 working days for Class B. The third is to promote the innovation of service experience, and grasp the specific demands in time to promote research, implementation and solution for the “key little things” of overseas talents working and living in Jiaxing. For example, the pioneering work permit for foreigners valid for more than one year in the province has further reduced the cost of baggage clearance for overseas talents.
