In order to implement the spirit of the video conference on promoting the transfer and transformation of scientific and technological achievements in the whole province, according to the requirements of the Notice of Zhejiang Science and Technology Department on Doing a Good Job in the Training of Technical Brokers in 2017 (Zheke Facheng [2017] No.129), fill in the shortcomings in the technology transfer chain and cultivate a professional technology transfer talent team. On September 26-29, the first training course for technical brokers in Zhejiang Province was successfully held. 147 students from provincial key science and technology intermediary service institutions and other provincial science and technology intermediary service institutions engaged in technology intermediary, provincial universities and research institutes engaged in technology transfer participated in the training and examination.
First, highlight key contents and scientifically design teaching courses. According to the actual needs of the construction of technical brokers in our province, the Theory and Practice of Technical Brokers has been newly compiled this year, which has achieved “three enhancements”: First, it has strengthened the combing of basic concepts and basic theories. The first chapter “Introduction to Achievement Transformation and Technical Brokerage” is added, which starts with the definition, transformation classification, evaluation and technical market of scientific and technological achievements, sorts out the emergence of technical brokers, and explains the general process of technical brokers and the basic workflow of brokers. The second is to strengthen the key content. The content of “evaluation method of technical achievements” has been added, and the evaluation method and application scope are emphatically introduced; The third is to highlight practical cases. For example, the latest cases of technology infringement, such as Huawei’s counter-attack on Apple’s patent fees, have been compiled into textbooks. This training course is the first provincial-level training course held after the implementation of the new textbook. It has arranged key courses such as transformation of scientific and technological achievements and scientific and technological brokerage, evaluation methods of technological achievements, intellectual property rights in technology trading, technology and finance, technology contract, and technology transfer practice from research and development to commercialization.
The second is to highlight key targets and determine the recruitment scope of provincial training. According to the document requirements of the Five-year Plan of Special Action for Cultivating Technology Market and Promoting Technology Achievements Trading (Zhejiang Zhengban Fa [2013] No.147) issued by the General Office of the provincial government, the personnel engaged in technology intermediary in provincial key science and technology intermediary service institutions and other provincial science and technology intermediary service institutions, and those engaged in technology transfer in universities and scientific research institutes are taken as the training targets of provincial technology brokers. After the training notice was issued, more than 220 people participated in the registration, and some students were adjusted to the second phase in consideration of factors such as classroom capacity and safety.
The third is to highlight key planning and strengthen the coordination of various organizations. The Industry-University-Research Cooperation Department of the Provincial Science and Technology Department has repeatedly convened four units, including the Provincial Science and Technology Talent Education Center, the Provincial Science and Technology Development Center, the Provincial Technology Market Promotion Association and the Provincial Technology Brokers Association, to study and deploy the training of technology brokers in 2017, clarify the division of responsibilities and work requirements, and determine the training content, teacher arrangement, curriculum setting, examination organization and so on..Item. From the perspectives of technology transfer skills, modes, risks, values and benefits, he interpreted the risks and preventive mechanisms of technology contracts and introduced the effective practices and experiences of Taiwan Province Institute of Industrial Technology in promoting the commercialization of technological achievements. The actual case exchange content was increased, and Zhang Tingting, manager of the technology transfer department of zhenhai district Science and Technology Market in Ningbo, was invited to share the experience of How the Science and Technology Matchmaker was Tempered. After the training, the conference group conducted an in-class questionnaire survey on training courses, instructors, training management and organization, etc. The trainees generally thought that the training course was rich in content, effective, practical, targeted, instructive and learnable, and the overall satisfaction reached 90%. At the same time, some good suggestions are put forward on how to do a good job in the training of technical brokers in the next step: to carry out more such training courses will not only be popularized in the province, but also be covered by cities and counties; The experience sharing course is very good. I hope more such courses can be added to increase the content of trading links in actual operation, which is convenient for technical brokers to learn from.
