At the opening ceremony of the establishment of the Institute of Intellectual Property Management, School of Management, Zhejiang University, Shen Changyu gave a keynote speech on the construction of a strong intellectual property country and the intellectual property work in colleges and universities. He said that it is necessary to deeply understand the significance of a strong intellectual property country, actively adapt to the new normal, fully implement the innovation-driven development strategy, strengthen overall planning at home and abroad, promote the combination of point, line and surface, and comprehensively improve the level of intellectual property creation, application, management and protection. At the same time, we will do a good job in intellectual property work in colleges and research institutes to promote the all-round development of intellectual property work.
Subsequently, after listening to the report on intellectual property work by Zhou Guohui, director of the Provincial Department of Science and Technology, and Wu Zhaohui, executive vice president of Zhejiang University, Shen Changyu fully affirmed the achievements of intellectual property in Zhejiang Province. Shen Changyu pointed out that Zhejiang Province has a unique advantage in the development of intellectual property rights, and should strive to achieve new breakthroughs, accelerate the progress from a big intellectual property province to a strong one, and play a greater role. First, Zhejiang should play a greater role in the construction of an intellectual property power, further strengthen regional exchanges and cooperation with Shanghai, Jiangsu and other places, achieve complementary advantages and win-win results, make Zhejiang’s intellectual property work bigger, stronger and more sophisticated, strive to enhance Zhejiang’s comprehensive intellectual property strength, and strive to build Zhejiang into a highland of intellectual property in the Yangtze River Delta. The second is to further highlight the location advantage and form its own characteristics. Zhejiang Province is located at the intersection of the Yangtze River Economic Belt and the two national strategies of “the belt and road initiative”. It is necessary to give full play to its unique geographical advantages, highlight its own industrial and market characteristics, constantly optimize the development environment of intellectual property rights and enhance its development capacity. The third is to further deepen the reform, improve the mechanism, and strive to form a number of experiences that can be copied, popularized and used for reference in promoting the transformation of patent achievements and strengthening the protection of intellectual property rights in the field of e-commerce.
It is reported that in 2014, the total number of patent applications and authorizations in Zhejiang Province ranked second in the country, among which the number of invention patent applications and authorizations ranked fifth and fourth in the country respectively. Last year, the number of patent applications and authorizations in Zhejiang Province increased by 22.60% and 20.05% year-on-year, accounting for 20% and 7.1%, a record high. The number of invention patents per 10,000 people in the province has increased from 7.9 in the previous year to 9.57, which is twice the national average and ranks third in all provinces and regions.
