In order to effectively cope with the impact of the COVID-19 epidemic, the industrial added value of Hangzhou High-tech Zone (Binjiang) changed from negative to positive in the first quarter and increased by 1.2% year-on-year. On the basis of this, the industrial added value increased by 16.2% year-on-year in the first four months of this year, showing an accelerated upward trend.
The total amount of high-tech industries, equipment manufacturing and strategic emerging industries in Hangzhou High-tech Zone (Binjiang) ranks first in Hangzhou, with large industrial scale and strong strength. Under the impact of the epidemic, where did the resilience of the region rise against the trend come from?
High-tech industries are full of tenacity, and industrial bones and muscles are stronger. In April, among the top 30 industrial output value of Hangzhou High-tech Zone (Binjiang), as many as 24 enterprises handed in their “report cards” that rose year-on-year. Among them, Dali Technology, Bori Technology, Xinhua III and other enterprises have increased several times or even 10 times. “This is mainly due to the high-tech zone (Binjiang) has always adhered to independent innovation, and the technology accumulation of enterprises is relatively good, and the ability to seize market opportunities and launch new products is strong and fast. At the same time, the domestic demand of emerging industries such as integrated circuits began to exert its strength. ” According to the main person in charge of the Economic and Information Bureau of Hangzhou High-tech Zone (Binjiang), high-tech industries accounted for more than 98% of the industrial added value in the first four months of this year. Not only new products such as drugs and testing reagents were quickly launched, but also integrated circuit companies such as Silane Micro and Silicone Jie also showed a good growth trend. “Especially for some high-tech enterprises with technological advantages and substitution advantages, the epidemic will affect the growth rate of these enterprises, but it will not change the growth trend, because’ Binjiang Manufacturing’ is just needed by some industries.” The person in charge said.
The integration of digital economy and big health industry has turned crisis into opportunity and opened up a “new blue ocean” for industry. Aiming at the demand for anti-epidemic materials for blowout, Hikvision, Dali Technology, Bori Technology, Hongxiang Technology and other enterprises have turned around to develop and produce medical materials “short and fast”. In the first quarter, the output value of pharmaceutical manufacturing and special equipment manufacturing increased by 58.2% and 39.1% respectively, and continued to maintain rapid growth in April, directly driving the export growth of 42.1% in the same month. Hangzhou High-tech Zone (Binjiang) can be quickly realized in the big health industry, thanks to the deep accumulation of digital technology. In 2019, the number of invention patents per 10,000 people in this area reached 357.57, ranking first in the province.
Effective market and promising government should be combined, and the bottom line of “six guarantees” should be firmly adhered to, so as to achieve steady progress. As an extension of the “three services”, Hangzhou High-tech Zone (Binjiang) has established a contact service mechanism of “three visits to the Qing Dynasty”, and all district management cadres have clearly paired the list of contact enterprises to coordinate and solve the difficulties and problems in production and operation of enterprises in a timely manner. At the same time, the district set up a special class for economic operation and a special industrial working group to help the high-quality development of industrial projects throughout the year.
