In order to implement the deployment requirements of the Provincial Religious Affairs Committee and the Wenzhou Municipal Religious Affairs Bureau on the orderly resumption and opening of religious activity places, ouhai district carefully planned to open religious (folk belief) activity places that meet the epidemic prevention and control conditions in an orderly manner with the requirements of “strictness, reality and fineness”, and earnestly do a good job in the prevention and control of normalized epidemic situations.
First, the examination and approval is strict. On January 17th, ouhai district Religious Affairs Bureau organized the heads of four major religious groups and 13 members of the United Front Committee of towns and streets to hold a conference on the prevention and control of normalized epidemic situation in the religious field, and made overall arrangements for the orderly opening of venues in batches. The opening of places shall be subject to the examination and approval system, and the daily management is better. In principle, the officially registered places where epidemic prevention work is put in place will be given priority approval, while unregistered places and private meeting points will be postponed, and the inspection and acceptance will be stricter. The person in charge of each place needs to draw up the work plan and emergency plan for the resumption of opening, and report to the “three-person-in-residence” group and the local street folk house, and open it after evaluation and approval and signing a letter of commitment. During the “double suspension” period, religious sites that have been sealed up in violation of regulations need to continue to implement the “double suspension”, and they are not allowed to open or hold religious activities. They can only be opened after rectification by the “three-person-in-residence” team and the local street people’s Sect.
Second, the responsibility is realistic. Strengthen the implementation of responsibilities, strict prevention and control measures, religious (folk beliefs) activity sites as the main responsibility, site leaders as the first responsible person, town and street territorial management responsibility, religious group management and guidance responsibility. All towns and streets are required to mobilize United front cadres, “three people in the hall” and grid workers to work together to clearly restore and open religious venues in an orderly manner. Religious organizations play an active role in organizing study and fully implementing the requirements for orderly opening religious venues in batches. Religious (folk belief) venues are required to strictly implement the “five norms” and “five prohibitions” in the area, and earnestly standardize temperature measurement, code scanning, disinfection and ventilation.
The third is to inspect carefully. Xiao Jian, member of the Standing Committee of the District Party Committee and Minister of United Front Work, personally led a team to inspect and guide the resumption of open risk assessment in the pilot religious activity sites, and inspected the preparation of epidemic prevention and control materials, implementation of prevention and control measures and fire safety management in the religious activity sites. The United Front Work Department of the District Committee implemented the “Nine-Long Contact System of the United Front Work Department of Ouhai District Committee” and set up an epidemic prevention and control supervision team to conduct spot checks and inspections on religious sites in special time nodes. The District Religious Affairs Bureau conducts daily inspections and assessments, guides places that do not have opening conditions to implement relevant requirements, and approves the reopening of religious places that meet the opening conditions to ensure the orderly opening of religious activities in batches and the harmony and stability of the religious field.
