Recently, this post-95 generation from Heilongjiang is planning to settle down in Beilun. “In Ningbo, it is very convenient to work, live and study. The most important thing is that I feel the city’s friendship and respect for industrial workers.” Zhang Jinda said.
There are more than 3.5 million industrial workers in Ningbo, and more than 80% of them are employed in non-public enterprises. Zhang Jinda is just a microcosm of Ningbo’s pilot work to promote the reform of industrial workers in non-public enterprises.
The quality and effect of “production reform” in non-public enterprises determine the overall development trend of Ningbo city. In 2021, Ningbo seized the opportunity of being included in the “Comprehensive Global Pilot City for Production and Reform of Non-public Enterprises in the Province”, explored the deep integration mode of industrial development and industrial workers’ cultivation, made every effort to create a “Ningbo model” for production and reform of non-public enterprises, and explored a new path of empowering common prosperity with “production and reform”.
Drawing the global “construction drawing” of “production reform” has achieved practical results in helping common prosperity.
How to see the actual effect of “production reform” A “production and reform construction drawing” focusing on the whole domain layout, whole process promotion and hierarchical guidance has gradually become clear in Ningbo.
Taking global promotion as the main line, Ningbo defined six major reform systems, 24 specific measures and 66 key tasks around the Reform Implementation Plan, and established a joint meeting system for production and reform. Twenty-five departments in the city have their own responsibilities and cooperated with each other. More than 60 policies and measures have been issued successively, such as the 14th Five-Year Plan for Talent Development in Ningbo and the Action Plan for Promoting Talents in Ningbo’s Manufacturing Industry, to safeguard the political status of industrial workers, improve their skills and quality, improve their growth and development system, and provide public services for industrial workers. The “four beams and eight pillars” of the industrial reform policy system have been basically established.
In addition to the municipal level, Ningbo encourages all districts (counties, cities) to combine their own reality and characteristics, promote by classification and guide by layers, and encourages and implements a number of innovative measures: Yinzhou District has introduced a “point admission” method to allow 6,900 children of foreign industrial workers to attend school on the spot; The Lingfeng Industrial Community in Beilun District has built “six bases”, and pioneered the management and service of industrial workers with the concept of community service for residents, so as to enhance the happiness of industrial workers; In Fenghua, employees in the whole region can get employment training, culture and entertainment, legal aid, employee benefits and other services within a “15-minute walk”; Pilot enterprises at or above the municipal level have introduced the “one enterprise, one policy” production reform plan, such as Shunyu Group’s “five dreams” to let industrial workers share the development achievements. The whole city has formed a “panorama” of the production and reform work with a hundred flowers blooming.
Forging skills to enhance the “golden key” to help talents grow with real money.
Skills are the foundation for industrial workers to settle down, and Ningbo has built.Measures such as the integration system of production and education, and the establishment of growth channels will open up channels for industrial workers to become talents, and real money will be used to support industrial workers to forge skills and improve their level.
Since the beginning of the industrial reform, Ningbo has built a system of integration of production and education, promoted the modern apprenticeship system and the new enterprise apprenticeship system, and carried out quality improvement actions such as mentoring by teachers and replacing training by industry. It has carried out a total of 810,000 person-times of various skills training and distributed training subsidies of 7..7.8 billion yuan.
“Thanks to the trade union’s emphasis on mentoring, it has created a good atmosphere in the jurisdiction, which has made many outstanding front-line employees enjoy skill sharing.” On May 27th, Wu Xiaopeng, chairman of the trade union of Ningbo Mingjiang Beer Equipment Co., Ltd., said at the Qianjiang Craftsman Innovation Exchange Conference that this activity will open up exclusive channels for more young outstanding employees.
At the same time, in order to encourage more industrial workers to devote themselves to studying technology and improve the positioning of high-skilled talents among high-level talents, Ningbo took the lead in issuing the “Implementation Opinions on High-level Cultivation of Ningbo Artisans in the New Era”, and included “Zhejiang Artisans” and “Ningbo Artisans” in the city’s talent classification catalogue. In the talent classification catalogue of Beilun District, “Zhejiang Artisans” was identified as top-notch talents, and a one-time award of 200,000 yuan was given to the local training of “Zhejiang Artisans”. With generous material rewards, the enthusiasm of the employees has been greatly stimulated.
A good atmosphere of creation also drives Ningbo enterprises to participate in building a team of workers in learning industries. Aikedi Co., Ltd., a provincial-level production and reform demonstration enterprise, has studied and formulated a set of courses for different groups of employees to further broaden the promotion and cultivation channels for employees; Shunyu Group Co., Ltd. has expanded its cooperation with institutions of higher learning, and increased the frequency of classes for junior college, undergraduate and master’s degrees. For employees who participate in academic education independently, the trade union will also give a subsidy of “70% tuition reimbursement” on the premise of “professional counterpart”.
The “two-way trip” between Ningbo and industrial workers has activated the password for the high-quality development of industrial workers. By the end of 2021, the total number of skilled workers in the city was nearly 1.96 million, and the total number of highly skilled talents reached 63..30,000, accounting for 32% of skilled workers.
Fine Weaving Rights and Interests Protection Network to Create a “Common Prosperity Channel” for Industrial Workers
In the practice of promoting the common prosperity of “expanding China” and “lowering China”, Ningbo is also moving forward to build an olive structure society, and more than 3.5 million industrial workers in Ningbo are the key groups of “expanding China” and “lowering China”. How to make the industrial workers get more real and sensible results of common prosperity is the most concerned issue of the trade union’s “parents”.
In May this year, the Ningbo Federation of Trade Unions issued the Three-year Action Plan for Collective Negotiation “Building Consensus to Help Development and Promote Common Prosperity” (2022-2024), clarifying that Ningbo will improve the distribution system that is inclined to the workers in the first-line industries, and guide the pilot enterprises to explore the aspects of shareholding dividends and equity incentives for skilled workers and the participation of technical factors in distribution, so that more industrial workers can earn more income through their own efforts.
It is an effective way to improve the happiness index of industrial workers by solving their most concerned interests and providing inclusive, normal and accurate services. In recent years, Ningbo has focused on the urgent problems of industrial workers, continuously provided high-quality and convenient public health services for industrial workers, created comfortable and clean residences, and launched the inclusive supplementary medical insurance “Gonghuibao” to solve the problems of industrial workers’ children attending school and entering the park, so that industrial workers have a stronger sense of acquisition, happiness and security.
At the same time, we will continue to deepen the protection of industrial workers’ rights and interests, innovate in the construction of a mechanism for coordinating arbitration and litigation, and improve the system of coordinating labor relations by trade unions. At present, the establishment rate of labor dispute mediation committees of regulated enterprises in the city’s trade unions is 96%, and the mediation settlement rate of labor disputes is 83%.
