In order to standardize and strengthen the management of grant funds for the free opening of museums and memorials, improve the efficiency in the use of funds, and further promote the standardization and equalization of public cultural services for museums and memorials, recently, the Gansu Provincial Department of Finance and the Gansu Provincial Bureau of Cultural Relics jointly issued the Measures for the Management of Grant Funds for the Free Opening of Museums and Memorials in Gansu Province (hereinafter referred to as the Measures).
The “Measures” clarify that the grant funds for the free opening of museum memorials (hereinafter referred to as “grant funds”) are composed of the central grant funds, the grant funds for the implementation of the principle of dividing financial powers and expenditure responsibilities in the public cultural field by the provincial, city and county governments, and the grant funds arranged by the provincial budget for subsidizing the museum memorials that are not included in the central free opening list, and are used to subsidize the expenses required for the free opening of museum memorials in Gansu Province. Gansu Provincial Department of Finance and Gansu Provincial Bureau of Cultural Relics, after comprehensive evaluation of the relevant factors of the free opening of museums and memorials in Gansu Province, arranged to issue central and provincial subsidy funds. City (county) financial department in conjunction with the relevant departments at the same level to do a good job of issuing subsidy funds and implementing the corresponding expenditure responsibilities. The management and use of subsidy funds adhere to the principle of “overall arrangement, hierarchical management, basic guarantee and performance-oriented” and accept the supervision and inspection of finance, auditing, publicity, culture, tourism, cultural relics and other departments.
The “Measures” stipulate the allocation principle of subsidy funds for museum memorials listed in the central free open list, the subsidy funds standards for museum memorials listed in the central free open list, the provincial subsidy funds standards for self-free opening of museum memorials, and the reporting methods of subsidy funds at all levels.
The “Measures” emphasize that the financial departments at all levels in the province are responsible for the implementation of the financial affairs and expenditure responsibilities at the same level and the issuance, supervision and management of subsidy funds according to the reform plan for the division of financial affairs and expenditure responsibilities in the public cultural field, so as to ensure that the subsidy funds for museum memorials are used well, fully and in place. Each museum memorial hall shall formulate a free and open subsidy fund management system, establish and improve the internal supervision and control mechanism, and improve the safety, effectiveness and standardization of the management and use of subsidy funds. The assets formed by subsidy funds belong to administrative state-owned assets and should be included in the management and use of state-owned assets of the unit in accordance with regulations.
The Measures point out that the municipal (county) financial departments shall, in conjunction with the departments in charge of publicity, culture, tourism and cultural relics, establish a fund management and supervision mechanism according to their respective responsibilities, improve the responsibility mechanism of “who uses and who is responsible”, and strengthen the management of fund use. The departments in charge of finance, propaganda, culture and tourism, cultural relics, fund-using units and staff at all levels in the province should strictly abide by the Measures for the Administration of Grant Funds for Free Opening of Local Museums by the Central Government and other financial laws and regulations in the work of grant fund allocation review, use management and performance supervision. Found illegal behavior, according to the relevant provisions of the investigation..Should be responsible, suspected of committing a crime, shall be transferred to the relevant authorities according to law.
The Measures shall come into force as of the date of promulgation and shall be valid for 5 years.
