“World cultural and natural heritage is an important achievement of the development of human civilization and natural evolution, and it is also an important carrier for promoting exchanges and mutual learning among different civilizations. It is our common responsibility to protect, inherit and make good use of these precious wealth, and it is an inevitable requirement for the continuation of human civilization and the sustainable development of the world. “
Zhejiang has the cultural landscape of West Lake in Hangzhou, the Grand Canal (Hangzhou section), the site of Liangzhu ancient city and other world cultural heritages (places and spots). Over the years, Zhejiang has strictly followed the policy of “protection first, rescue first, rational utilization and strengthening management”, insisted on drawing a blueprint to the end, and worked hard one after another to carefully protect and manage the world cultural heritage.
Comprehensive conservation practice
“It is our responsibility and obligation to protect and manage these precious world cultural heritages. We always insist on giving protection the top priority, and have invested a lot of manpower, material resources and financial resources. Under the support and guidance of the State Administration of Cultural Heritage, we will carry out the practice of protecting world cultural heritages according to local conditions and classified policies.” Yang Jianwu, director of Zhejiang Cultural Relics Bureau, said.
High-standard protection requires legislation first.
The cultural landscape of West Lake in Hangzhou was listed in the World Heritage List in June, 2011. It consists of six elements: the natural landscape of the West Lake, the spatial characteristics of the city and lake, the landscape pattern of “two dikes and three islands”, the title landscape of “Ten Scenes of the West Lake”, the cultural historical sites of the West Lake and the characteristic plants of the West Lake. Only half a year later, the Regulations on the Protection and Management of Cultural Landscape of West Lake in Hangzhou came into effect on January 1, 2012, providing a detailed legal basis for the protection and management of the World Heritage of West Lake. Documents such as Hangzhou West Lake Cultural Landscape Protection and Management Plan, Hangzhou “Ten Scenery of West Lake” Representative Cultural Historic Sites Protection Plan, and West Lake Scenic Area 9 Major Scenic Areas Regulatory Detailed Plan have been issued successively, and a high-standard protection and management framework for West Lake World Heritage has been established. The implementation of Hangzhou “three committees and five bureaus” joint meeting review, expert consultation and demonstration system, such as major projects that affect the cultural landscape of the West Lake will not be passed.
