Since Hangzhou released the “Three-year Action Plan for the Cultivation of High-tech Enterprises in Hangzhou (2018-2020)” in May last year, the Hangzhou Science and Technology Bureau and the science and technology bureaus of various districts and counties (cities) have held more than 100 trainings on “National High-tech Enterprises”, which have won praises from enterprises.
“The country is high” refers to high-tech enterprises in key areas supported by the state. In May 2018, Hangzhou issued the Three-year Action Plan for the Cultivation of High-tech Enterprises in Hangzhou (2018-2020), covering three parts: development goals, key tasks and safeguard measures. According to the plan, by 2020, the number of “high national standards” in Hangzhou will reach 6,000, the added value of high-tech industries will account for more than 60% of the industrial added value, and the number of effective invention patents in the city will reach more than 50,000.
How to put the plan into practice? The Municipal Science and Technology Bureau believes that it is imperative to train high-tech enterprises and vigorously publicize the relevant policies of the Three-year Action Plan for the Cultivation of High-tech Enterprises in Hangzhou (2018-2020). “We arrange’ National High-tech Enterprises’ to cultivate recognized funds every year, give play to the role of financial funds to stimulate and guide enterprises’ innovation and development, and effectively improve the development level of high-tech industries in the city.”

According to statistics, in 2017, Hangzhou High-tech Zone (Binjiang) recognized 398 high-tech enterprises (including 141 newly recognized enterprises) and as many as 700 effective high-tech enterprises.
Even so, Hangzhou High-tech Zone (Binjiang) is still under great pressure. According to the plan, by 2020, Hangzhou High-tech Zone (Binjiang) will achieve the goal of 1400 high-tech enterprises. “High-tech enterprises are only valid for three years after being recognized, and must be re-recognized after the expiration. Therefore, the net increase of effective high-tech enterprises is much lower than that of newly recognized enterprises. To double the number of high-tech enterprises, the pressure will also double! “
However, Hangzhou High-tech Zone (Binjiang) has long had the idea of cultivating high national standards. “Choose the best to support and strengthen a number of high-growth technology-based enterprises. In 2018, 180 high-tech enterprises supported by the state in Xiaoshan District were recognized and declared, of which 123 were newly recognized and 57 were re-recognized, and the number of newly recognized enterprises reached a record high. “In addition to the national high-level training work, our national high-level declaration and mobilization work has been done one by one, mobilizing one by one, and helping enterprises to do a good job in high-level declaration. In the next three years, it is necessary to double the number on this base, and it is undoubtedly necessary to meet the difficulties. To cultivate a “high country”, the key point is to guide and force enterprises to increase their efforts in R&D investment, core technology research and development, application of achievements, talent introduction, scientific research investment, enterprise management, etc. according to the fields and standards of national evaluation of high-tech enterprises, so as to meet the standards and upgrade, improve their research and development capabilities and innovation capabilities, master key technologies and core technologies, and benchmark international advanced technologies so as not to be “strangled” at critical times.
According to statistics, in 2018, the city’s national high-tech enterprises reported to the Ministry of Science and Technology for filing and auditing 1575, including 1075 newly recognized enterprises. The city realized the added value of high-tech industries in 1948..400 million yuan, a year-on-year increase of 10.8%, the added value of high-tech industries above designated size accounted for 57%.2%, the new product output rate of 38.8%。
In the past three years, Hangzhou has added 472 “national high enterprises” annually, and currently has 2,844 “national high enterprises”. According to public data, the number of “high national standards” in Shenzhen reached 10,988 in 2017, and 5,014 were added in 2017; The number of “national high enterprises” in Guangzhou has reached more than 8,700, with an increase of 4,000 in 2017, while the number of “national high enterprises” in Hangzhou is less than 3,000, which is much lower than that in Shenzhen and Guangzhou in terms of development speed and total cultivation. As a city of innovation and vitality, how can Hangzhou not fall behind in urban competition? Hangzhou issued the “Three-year Action Plan for the Cultivation of High-tech Enterprises in Hangzhou (2018-2020)”, with a very clear goal: not only to increase the number of high-tech enterprises in the country, but also to optimize the industrial structure and further improve Hangzhou’s innovation ability. Specifically, it includes three aspects:
The first is to double the number. The number of “high countries” has doubled on the basis of 2017, reaching 5,688 by 2020, and striving to reach 6,000;
The second is to obviously optimize the structure. The growth rate of the added value of high-tech industries is more than 3 percentage points higher than that of the regulated industries. By 2020, the added value of high-tech industries will account for 50% of the regulated industrial added value from 2017..1% to more than 60%;
Third, the ability has been significantly improved. From 2018 to 2020, there will be more than 200 R&D institutions such as provincial-level (key) enterprise research institutes, provincial-level enterprise R&D centers, national engineering research centers, national enterprise technology centers, and state key laboratories, which will be laid out in the city, and the total number will reach more than 2,000 in three years. There are more than 50,000 valid invention patents in the city.
According to the “Plan”, enterprises that submit applications for accreditation of high-tech enterprises in the cloud service platform of the Provincial Science and Technology Department and pass the expert review (excluding re-accreditation) will be given a subsidy of 200,000 yuan for reporting funds; Enterprises that have obtained the declaration and recognition of high-tech enterprises by the Ministry of Science and Technology (excluding re-recognition) will be rewarded with 400,000 yuan on the basis of enjoying the declaration subsidy. By 2020, the city will strive for a venture capital guiding fund of 3 billion yuan and an angel investment guiding fund of 1 billion yuan.
The cultivation period of “National High Enterprise” is long, and the recognition threshold is high. For this reason, Hangzhou has also selected a number of high-growth technology enterprises with strong independent innovation ability and good market prospects. It is estimated that more than 1,300 provincial-level technology-based SMEs will be added each year, and more than 600 municipal-level technology start-ups will be recognized and included in the “National High Enterprise” cultivation library. The enterprises in the cultivation library will be tracked and docked, actively served, and given policy support in terms of free funding, entrepreneurial services and financing guarantees.
From the industrial point of view, Hangzhou will focus on promoting electronic information, biology and new medicine, aerospace, new materials, high-tech services, new energy and energy conservation, resources and environment, advanced manufacturing and automation and other countries to support the development of high-tech industries. Actively cultivate future industries such as artificial intelligence, virtual reality, blockchain, quantum technology, additive manufacturing, commercial aerospace, biotechnology and life sciences, support the transformation and upgrading of traditional enterprises, and promote Hangzhou’s manufacturing industry to move toward high-end. “By 2020, we will organize and implement 30 breakthrough projects in major industries and key technologies, and strive to increase investment in technological transformation by more than 15% annually, and investment in high-tech industries by more than 10% annually.”
Focusing on high quality, competitiveness and modernization, and deepening the innovation of science and technology system, the cultivation mechanism of high-tech enterprises in Hangzhou has also been recognized by the office of the provincial leading group for economic system reform. In September last year, the Office of the Leading Group for Economic System Reform in Zhejiang Province issued the Notice on Copying and Promoting Typical Experiences of Economic System Reform in Key Areas. Five reform experiences in Hangzhou were replicated and promoted in the whole province, and the cultivation mechanism of high-tech enterprises was among them.
