To develop the marine economy, Zhejiang has made new moves. A few days ago, the Provincial Department of Natural Resources issued the “Notice on Promoting the Three-dimensional Stratification of the Right to Use Sea Areas”, proposing to promote the spatial stratification of sea areas to confirm the right to use.
“This means that within a certain period of use, the right to use the sea area can be set by layers for different ways of using the sea in the same sea area, and the sea area space will enter the three-dimensional era from the’ plane’ era.” Ruan Biao, deputy director of the Provincial Department of Natural Resources, said.
It is understood that at present, more and more offshore wind power and submarine tunnels need to pass through offshore aquaculture areas or navigation channels and other functional areas. The demand for three-dimensional sea use for different projects is increasingly prominent, and the three-dimensional development of sea areas has become a realistic need.
According to the Notice, the sea space is divided into water surface, water body, seabed and subsoil, which can fully meet the differentiated sea demand and strengthen the economical and intensive utilization of sea resources. For example, for the same plane sea area, the space of water surface and water body can be used for bridge construction and fishery breeding respectively, while the space of seabed and subsoil below can continue to develop and construct submarine tunnels and other projects.
Ruan Biao pointed out that under the background of “peak carbon dioxide emissions is carbon neutral”, exploring and implementing the three-dimensional layered right to use sea areas will also promote the implementation of the “scenery multiplication project” and help realize the “double carbon” goal.
“This is good for our photovoltaic industry!” The relevant person in charge of Sanmen Huihe New Energy Co., Ltd. was encouraged by the introduction of this policy. He told reporters that the three 200 MW photovoltaic projects that the company plans to develop involve a nuclear power thermal drainage area. Because it has been confirmed before, it cannot be reused according to the previous policy. Now, with the support of the policy, the company can put forward the approval of the three-dimensional layering of the sea according to regulations, which can greatly accelerate the construction of photovoltaic projects. It is understood that the “Notice” will be officially implemented on May 10.
