The reporter learned from the Cultural Relics Bureau of Hebei Province that the “Regulations on the Protection of the Great Wall in Hebei Province” will be officially implemented from June 1st. The promulgation and implementation of this regulation will provide strong legal support for Hebei to strengthen the protection and utilization of the Great Wall, explain the value of the Great Wall, promote the spirit of the Great Wall, and promote the construction of the Great Wall National Cultural Park.
The Great Wall is a world cultural heritage and a spiritual symbol of the Chinese nation. The Great Wall in Hebei is rich in resources, with a large span of time, diverse architectural forms, and high cultural relic value. It is a key construction area of the Great Wall National Cultural Park. The total length of the Great Wall from the Warring States period to the Ming Dynasty is 2498.54 kilometers.
In recent years, Hebei Province has done a lot of work on the protection of the Great Wall, but there are still problems of mismatch, adaptation, and imperfection in the construction of the legal system and judicial practice of the protection of the Great Wall compared to the economic and social development and overall needs of the people in the new era.
Based on this, on March 31 of this year, the 22nd meeting of the Standing Committee of the 13th People’s Congress of Hebei Province voted to pass the “Regulations on the Protection of the Great Wall in Hebei Province”. This regulation is based on the Cultural Relics Protection Law of the People’s Republic of China and the Great Wall Protection Regulations, incorporating current laws and regulations as well as some good experiences and practices from other provinces and cities. In accordance with the overall requirements of protecting, inheriting, and utilizing the Great Wall well, it regulates and improves the protection responsibility, improves the protection system and mechanism, excavates the cultural value and spiritual connotation of the Great Wall’s utilization, and enriches regulatory methods.
According to reports, this regulation highlights practicality and standardizes the protection and utilization of the Great Wall National Cultural Park at the provincial and local legislative levels. In terms of practice, it adheres to the principles of unchanged status, minimum intervention, and prevention. At the same time, the regulation stipulates a monitoring and early warning mechanism for the Great Wall, refines the methods of law enforcement and inspection, emphasizes the use of modern technological means to strengthen supervision and strengthen responsibility.
Zhang Cube, Director of the Cultural Relics Bureau of Hebei Province, stated that the implementation of the regulations provides strong support for addressing the shortcomings and weaknesses in the excavation and protection of the cultural value of the Great Wall, balancing the relationship between the protection, maintenance, supervision, and utilization of the Great Wall. Next, the cultural relics system of Hebei Province will take the implementation of the regulations as an opportunity to comprehensively enhance the level of protection capacity of the Great Wall and create a good atmosphere for protecting the Great Wall in the whole society.
