On the afternoon of January 5th, the Provincial Department of Science and Technology held a symposium for heads of affiliated units to listen to the work situation in 2015 and the work ideas in 2016, and solicit opinions and suggestions on the “Three Stricts and Three Realities” special education of the department’s party group. Director Zhou Guohui, Deputy Director Qiu Feizhang, and Chen Hongtao attended the meeting.
After carefully listening to everyone’s reports, Zhou Guohui fully affirmed the work of each unit in 2015. He pointed out that in the past 2015, there were both opportunities and challenges. All units were able to closely focus on the central work of the department and the key tasks of entrepreneurship and innovation in the province, work together, and seek common development. This provided strong support for further accelerating the implementation of the innovation driven development strategy, promoting scientific and technological system reform, and promoting economic transformation and upgrading. Zhou Guohui stressed that while making achievements, we should always maintain a sense of urgency and crisis. Under the New Normal of the economy, there will inevitably be a huge impact on the existing system and mechanism. We should further increase the awareness of hardship, opportunity, struggle, enterprising, and reform, focus on transformation and upgrading, and promote innovation and development.
After in-depth analysis of the problems in the work of various units, Zhou Guohui proposed five requirements for the reform and development of departmental units during the 13th Five Year Plan period: firstly, to deepen understanding of the current situation. Understand the new situation of economic, scientific and technological, social and other changes under the New Normal, analyze the advantages and disadvantages in combination with reality, and strive to seize new opportunities for development; The second is to have clear development goals. The development of enterprises should have strategic planning, clarify their work positioning, formulate the 13th Five Year Plan, strengthen goal orientation, and promote innovative development; The third is to have a sense of reform. Great reforms bring great benefits and great development, while small reforms bring small benefits and small development. I hope that all units can continuously deepen reforms, break through institutional barriers, improve internal incentive mechanisms, and stimulate the vitality and motivation of innovative development; Fourthly, we need to strengthen resource integration. Strengthen the work collaboration between affiliated units and departments, streamline the system, fully mobilize the enthusiasm of all parties, promote complementary advantages, and form a collaborative work force; Fifth, we must focus on the construction of a cadre team and a clean and honest party conduct. We must further enhance the awareness of party building, integrity, and responsibility in accordance with the requirements of “three stricts and three realities”, and simultaneously promote business work, party conduct and integrity construction, and cadre team construction, in order to create a new situation in work with a good work style.
