Under the correct leadership of higher-level departments, the United Front Work Department of the Yuyao Municipal Party Committee has conscientiously implemented the spirit of the central document “Opinions on Doing a Good Job in Folk Belief Work”, innovated social governance methods, explored long-term management mechanisms, promoted the improvement of quality and standards in folk belief work, and achieved new results in standardized management of folk belief affairs.
1、 Explore long-term management mechanisms with institutional construction as the core.
Yu Yao provided strong support for standardized management from three aspects: leadership attention, personnel support, and sound mechanisms, continuously improving the organizational leadership mechanism for folk belief affairs. Firstly, leaders attach great importance to it. The city has established a special leadership group. The main leaders of the city conducted multiple special investigations, listened to reports, and guided the standardized management of folk beliefs. The second is personnel security. Establish a specialized folk belief affairs management office, equipped with full-time personnel, and strengthen the work force. Thirdly, the system is sound. Yuyao City has taken the lead in piloting in Ningbo and issued the “Guiding Opinions on the Management of Folk Belief Activity Places in Yuyao City (Trial)” document. The Guiding Opinions clarify the management responsibilities at all levels of the city, town, and village, effectively solving the problems of unclear rights and responsibilities of relevant management departments, unclear responsibilities, and grassroots “dare not manage”, “cannot manage”, and “unwilling to manage”.
2、 Innovate social governance methods with grid management as the starting point.
The work of folk belief affairs in Yuyao follows the principle of “four batches” to guide the rational layout of folk belief activity venues, improve management level through registration and numbering, and achieve full management coverage relying on a grid platform. One is to make great efforts to guide the rational layout of the venue. Through the special action of rectification and standardization, a total of 109 folk belief places in the city have been demolished, renovated, and merged, basically solving prominent problems such as unreasonable layout, disorderly construction, and indiscriminate construction of folk belief places. The second is to complete the registration and numbering work to a high standard. At present, 302 folk belief activity venues in the city have completed registration and numbering work. The third is to strictly enforce management responsibilities. Clearly require all places in the city to establish “one organization”, adhere to “two principles”, implement “three-level management network”, improve “four systems”, strictly abide by “five prohibitions”, implement “six nots”, and focus on improving management level. The fourth is to promote grid management with full coverage. Strengthen the integration with the Municipal Social Governance Comprehensive Command Center, with the establishment of a grid as the starting point, integrate resources, and include all registered and numbered folk belief activity venues in the grassroots unit grid.
3、 Guided by culture, establish a standardized management benchmark.
In recent years, Yu Yao has made great efforts in guiding characters, exploring excellent traditional culture, implementing the project of creating standardized management demonstration points, and exerting positive energy functions. Firstly, we focused on theoretical research and completed the key research topic “Analysis of Standardized Management of Folk Belief Affairs”; Guide the establishment of a folk belief theory research group in Fengshan Street. The second is to promote the compilation of “one temple, one story”. Highlighting the two main themes of cultural inheritance and serving society, it is required to fully tap into the essence of culture, compile good stories, and make a good voice, which will benefit the entire city.A total of 78 venues took the lead in completing the project. The third is to inherit the red gene. Strengthen the linkage with departments such as the Cultural Heritage Office and the Shi Zhiban, excavate and enhance the red materials in some places, and create a “red battlefield” for spreading advanced culture. The fourth is to create standardized management demonstration points. We will comprehensively promote the creation of standardized management demonstration points with a sound venue system, complete organization, standardized activities, orderly management, and serving society as the creation content. More than ten demonstration sites, including Tongxia Lake Temple in Fengshan Street, have been created and completed, forming a management model that is worth learning and referencing from other places.
