Let the Hangzhou section of the Grand Canal become a “highland” and a “window in the window” of China’s Grand Canal National Cultural Park. Hangzhou has a clear blueprint for construction. Recently, the reporter learned from the Hangzhou Planning and Resources Bureau that after several years of intensive painting, the Planning of Hangzhou Grand Canal National Cultural Park has been approved by the Hangzhou Municipal Government. “The release of the Planning further clarifies the spatial scope, resource characteristics, key projects and control requirements for the construction of the Grand Canal National Cultural Park in Hangzhou, which will also accelerate the pace of construction of the Grand Canal National Cultural Park in Hangzhou.” The relevant person in charge of Hangzhou Planning and Resources Bureau pointed out.
When the Planning is opened, in addition to the rivers such as Hangzhou Tang, Shangtang River, Zhonghe River, Longshan River and Xixing Canal, which are included in the world heritage scope, the Hangzhou Grand Canal National Cultural Park also involves the main rivers of historical canals such as Yuhangtang River, Xitang River and Dongtiaoxi River, as well as the main rivers of current canals such as Sanbao Section of the Canal, Hangzhou-Ningbo Canal and Second Passage of the Canal. The total length of the river is 261 kilometers, and it flows through seven central cities along the canal in Hangzhou, including Gongshu District, Shangcheng District, Linping District, Yuhang District, Xihu District, Binjiang District and Xiaoshan District.
According to the Plan, Hangzhou Grand Canal National Cultural Park will rely on eleven skeleton rivers, and connect four functional spaces, including protected areas, theme exhibition areas, cultural and tourism integration areas and traditional utilization areas, to form a planning structure of “landscape community, double riparian zones, ten core parks and a hundred scenic spots”.
“In the important canal cultural resources gathering area where the river passes, the Planning has carefully laid out 10 core exhibition parks as the main areas for sightseeing and cultural experience, including 3 Gongshu, 2 Shangcheng, 2 Linping, Xiaoshan, Binjiang and Yuhang.” According to the person in charge of the Planning team, the 10 core exhibition parks include Gongchenqiao Canal Cultural Community, Tangqi Jiangnan Canal Town, Shangtang Ancient Rhyme Pursuit, Zhedong Shilu Departure, Zhedong Guanhe Revival, Huangcheng Song Rhyme, Grand Canal World Cultural Heritage Park, Grand Canal Western Watertown Granary, Jianghehui Modern Canal and Wulin Canal.
The person in charge of the Planning and Resources Bureau of Hangzhou pointed out that the “Planning” realized the “one district, one plan”, and optimized and guided the cultural landmarks, characteristic landscape, title landscape, blue-green space, transportation and slow-moving system of each river section. “Make sure that each city gets the plan, you will know the requirements of the municipal planning for the construction and management of the Grand Canal National Cultural Park in each district, and understand how to build and manage the Grand Canal Park”; At the same time, the Planning further combed the history around the river and the modern and contemporary canal cultural resources. “New era buildings such as the Grand Canal Theatre and the Canal Culture and Art Center have also been newly incorporated into the canal cultural resources.., which embodies the characteristics of Hangzhou Grand Canal, which is interdependent with rivers and live transmission. “
In July, 2019, the CPC Central Committee and the State Council made a major decision to plan and construct the Grand Canal National Cultural Park on the basis of the cultural protection, inheritance and utilization of the Grand Canal. At present, the provinces and cities along the Grand Canal are in full swing to promote the construction of national cultural parks. Six major projects, including the Beijing-Hangzhou Grand Canal Museum, the Grand Canal Future Art and Technology Center and the comprehensive protection project of the former industrial site of Hangzhou Steel, led by Canal Group and Yuhang District, have been included in national landmark projects. Linping, Xiaoshan and other places have also actively started project construction to ensure the wonderful appearance of the Tangqi-Sanbao demonstration section of Hangzhou Grand Canal National Cultural Park in 2023, and the heritage of Tangqi, Gongchen Bridge and the Grand Canal. In 2025, a canal cultural activity with international influence will be formed; In 2035, Hangzhou section became a model for the construction of China’s Grand Canal National Cultural Park.
“The Hangzhou section of the Grand Canal is not only the only section of the 27 cities along the Grand Canal that has three types of canals: the Beijing-Hangzhou Canal, the Sui-Tang Canal and the East Zhejiang Canal, but also the southern water transport hub that has been extended for thousands of years. This makes the Hangzhou section realize the cultural highland of wuyue and Song Yun, and at the same time, it has the opportunity to become a’ window’ in an important window to show the influence, cohesion and appeal of Chinese civilization.” The person in charge of Hangzhou Planning and Resources Bureau said that in the future, the Planning will be taken as the guide to better promote the cultural protection and inheritance of Hangzhou Grand Canal, speed up the construction of Hangzhou Grand Canal National Cultural Park, and build Hangzhou Grand Canal National Cultural Park into a “window in the window” and continue to polish the business card of “historical and cultural city”.
