In recent years, Jiaxing Science and Technology Bureau has thoroughly implemented the strategy of strengthening the city with talents and innovation, focusing on “high precision and sharp lack”, insisting on the trinity of supply-side structural reform, mechanism reform, platform empowerment and service empowerment, and coordinating efforts to gather outstanding talents.
First, adhere to the problem orientation and focus on mechanism reform. Simplify administration and decentralize power, and delegate the permission of foreigners to work in China to counties (cities, districts). Process reengineering, actively promote the “one thing” joint operation of foreigners’ work permit and residence permit in China, and reduce the items that need 30 jobs at the longest to at least 5 working days. Market-oriented, promote talent evaluation to break the “four talents”, and the overseas engineers of the city take the salary paid by the enterprises where foreign talents work as the main basis for evaluation. We will increase investment in attracting talents. The local finance has invested nearly 70 million yuan, inciting the state and provincial finance to invest nearly 30 million yuan and guiding enterprises to invest nearly 700 million yuan. The second is to adhere to the demand orientation and focus on the platform to improve energy. Focus on leading industries such as artificial intelligence, life and health, and future industries, support Tsinghua Changsan Hospital and Nanhu Laboratory to become bigger and stronger, build a large number of high-end innovation carriers such as Jiaxing Research Institute of Zhejiang University and Jiaxing Research Institute of South University of Science and Technology, and guide the construction of Wuzhen Laboratory, Triangle Branch of the President who won the bid, and Yangtze River Delta Hydrogen Energy Research Center. In 2021, attract and gather 26 academicians such as Zhou Ji, more than 50 high-end talents above the provincial level and 335 doctors. The third is to adhere to the result orientation and gather service empowerment. By means of information technology, the application scenario of “full-cycle service for overseas engineers” was developed, focusing on the statistics, analysis and evaluation of five-level data of provinces, cities, counties, enterprises and overseas engineers, and improving the overall wisdom of overseas engineers’ service management, which was included in the application scenario of building a scientific and technological talent team by the Science and Technology Department of Zhejiang Province as a pilot. In 2021, 87 overseas engineers were introduced, and 374 technical innovation or improvement projects were completed, which promoted enterprises to increase sales by nearly 2.3 billion yuan, led the government to increase taxes by nearly 100 million yuan, led to more than 3,500 jobs and trained more than 670 talents.
