Over the past three years, the Shaoxing Science and Technology Innovation Corridor, as a provincial-level major innovation platform, has focused on optimizing the allocation of innovation resources, strengthening the construction of the technological innovation system, and playing an increasingly prominent role in supporting and leading the improvement of the city’s innovation capabilities. It has gradually grown into the main engine and battlefield of Shaoxing’s technological innovation. One is to upgrade the development plan of the corridor. In 2021, the Shaoxing Science and Technology Innovation Corridor was included in the “14th Five Year Plan” of Zhejiang Province and integrated into the provincial innovation layout. In order to implement the requirements of the provincial party committee and government, the Shaoxing Science and Technology Innovation Corridor Construction Leading Group Office led the preparation of the “Shaoxing Science and Technology Innovation Corridor Development Plan”, further clarifying strategic positioning, optimizing spatial layout, strengthening scientific and technological support, and improving construction mechanisms. In November of this year, with the approval of the Zhejiang Provincial People’s Government, the Shaoxing Municipal People’s Government, the Zhejiang Provincial Development and Reform Commission, and the Zhejiang Provincial Department of Science and Technology jointly issued the “Shaoxing Science and Technology Innovation Corridor Development Plan”. The planned core area is about 188 square kilometers, spanning the three districts of Yuecheng, Keqiao, and Shangyu, connecting six major science and technology cities, constructing a number of major science and technology innovation bases, and promoting the Zhuji and Shengxin science and technology innovation areas in a coordinated manner, Forming a scientific and technological innovation spatial pattern of “multiple points in one belt, six cities, and linkage across all three regions for innovation”. The second is the strong promotion of key project construction. Adhere to the concept of “projects are the king”, play a leading role in the science and technology innovation corridor, highlight major government and science and technology innovation platforms, optimize the stock, expand the increment, and continue to roll forward the top ten landmark projects and the “100 billion and 100 billion” key projects. A total of 311 key projects have been constructed, with a total investment of 64.3 billion yuan. The Science and Technology Innovation Corridor, as the innovation source hub of the city’s major science and technology innovation platforms, actively aligns with the standards of the provincial technology innovation center, promotes the construction of three major laboratories through project supervision, accelerates the construction of benchmark projects such as Didanghu Technology CBD, Hangzhou Bay Collaborative Innovation Center, and Jinghu Financial Vitality City, and strategically plans the landing of major node platforms such as G60 Zhuji Innovation Port and Shengzhou Zhuhu Future Science and Technology Innovation City. The third is that the science and technology innovation development belt is taking shape. By focusing on various innovative elements such as innovation platforms, enterprises, projects, talents, finance, etc., we aim to create a magnetic field effect and create a high-quality development acceleration belt for science and technology innovation throughout the city. The city has introduced a total of 30 co built industrial innovation research institutes, 16 provincial-level industrial innovation service complexes, 89 provincial-level or above innovation spaces, and 2205 national high-tech enterprises. The total number of talents gathered has reached 476000, attracting 69 top talents and technology leaders. The city has a balance of 119.7 billion yuan in technology loans, and has issued a total of 20.3 billion yuan in supporting loans to 1836 enterprises in the city that enjoy technology award and subsidy policies.
