To more effectively promote the construction of a rule of law government in the provincial science and technology system to a new level, on October 31, the Provincial Department of Science and Technology held the 2019 Provincial Science and Technology System Rule of Law Government Work Training Course. Meng Xiaojun, a member of the Party Group and Deputy Director of the Provincial Department of Science and Technology, attended the opening ceremony and delivered a speech.
Meng Xiaojun pointed out that with the deepening implementation of the innovation driven development strategy, the major administrative decision-making and policy document formulation tasks undertaken by the science and technology department are becoming increasingly heavy, and the corresponding requirements for legitimacy review are also increasing. While formulating and implementing science and technology policies and regulations, adhering to the bottom line of lawful administration is not only the legal responsibility of the legal institutions and staff of the province’s science and technology system, but also the basic requirement for testing our ability to administer according to law.
Meng Xiaojun proposed three requirements for the legal administration of the provincial science and technology system: firstly, to fully understand the importance of the legal administration of science and technology departments, further standardize administrative decision-making procedures, accelerate the scientific, democratic, and legal advancement of administrative decision-making, improve the quality of normative document formulation, and provide strong legal guarantee for the construction of an innovative and strong province. The second is to recognize the new situation faced by current scientific and technological work. There is still a gap between the “maximum once” reform of the current scientific and technological system and the requirements of the provincial party committee and government, as well as the expectations of the majority of scientific researchers. We must adhere to the principle of putting the cutting edge inward, further standardize the simplification, cancellation, adjustment, and delegation of power matters, and continuously enhance the sense of gain for enterprises, universities, institutions, and researchers. The third is to strengthen the management and construction of the scientific and technological team, further establish awareness of compliance, learning, usage, and compliance with the law, and continuously improve the ability to use legal thinking and methods to promote work and solve problems.
In addition, Meng Xiaojun also proposed three requirements for this training activity: firstly, to raise awareness. Participants in the training should actively promote the formation of a good legal environment in their own unit, where they handle affairs in accordance with the law, seek legal solutions in case of difficulties, solve problems, and resolve conflicts by relying on the law. Secondly, we need to ensure effectiveness. Participants in the training should carefully study and actively think, understand the goals and requirements of the Party Central Committee, the State Council, the Provincial Party Committee, and the Provincial Government for the construction of a rule of law government, master relevant policies and regulations on scientific and technological work, and promote and apply the training results from a point to an area perspective. The third is strict discipline. During the training period, it is necessary to strictly abide by the spirit of the Central Eight Point Regulations and the “36 Measures” of the Provincial Party Committee and Government, and maintain a good image of party members and cadres in the science and technology system.
Subsequently, Wang Danshen, Deputy Director of the Office of the Leading Group for the Evaluation of Professional Institutions in the Construction of a Rule of Law Government at the Provincial Academy of Social Sciences, presented a report on the current situation, basic problems, and trends of the construction of a rule of law government in Zhejiang Province.Conduct a special lecture on the topic of ‘Shi’. Weng Guomin, a professor and legal advisor at Zhejiang University, gave a special lecture on “Strengthening Legal Awareness and Improving the Level of Science and Technology Administration Work”.
It is understood that this training event will last for two days, focusing on four aspects: the construction of a rule of law government (administration in accordance with the law), the construction of internal legal institutions, the “maximum once” reform, and the practical operation of “handheld law enforcement”. More than 30 representatives from the science and technology bureaus of various cities and counties (cities, districts) in the province participated in this training activity.
