On Monday, the municipal government held a deployment meeting to deepen the reform of cross-border trade facilitation in the whole city, and defined the key points of tackling difficulties in the new year with 27 reform measures.
At the same time, an imagination of Ningbo about “further” and “deeper” facilitation is in full swing.

Previously, how to arrange the “optional action” in Ningbo in the new year was eagerly awaited. In 2018, Ningbo launched the first round of special attack on cross-border trade facilitation. In four years, Ningbo has promoted four rounds of reforms, and facilitation measures have shifted from little to everywhere. In the context of “the open door will not be closed, but will only grow wider and wider”, it is the aspiration of the people to weave a larger service “network” with more “points” of slight change and slight advancement, and then support a more inclusive “face” of opening up.
In the past year, Chen Xiaofeng, the general manager of Ningbo Ocean Shipping Co., Ltd., talked about the service of “one ship, multiple certificates and one operation” launched by Ningbo Maritime Safety Administration. “This innovation alone will save our enterprise more than 30 million yuan!”
It turned out that before that, Ningbo Ocean Shipping changed its name. After the name change, it means that the inspection certificates, registration certificates and other business management licenses of the company’s 29 ships need to be changed. In the past, it took at least 17 working days to complete the replacement of all certificates, and the ship needed to stop sailing in order to cooperate with the certificate processing, and the light detention fee for each ship was more than 50 thousand yuan a day.
In order to avoid the loss of enterprises, Ningbo Maritime, Port and Shipping and Classification Society actively coordinated and solved the information sharing between departments and the connection of all aspects of ship certification, and pioneered the multi-department collaborative certification service of “one ship, multiple certificates and one operation”. By optimizing the process and compressing the time limit, five service measures, such as “handling defects, informing commitments, exempting certificates, applying synchronously and cooperating”, were superimposed, creating a “non-stop” for enterprises.
On April 14th, last year, in the administrative center of Ningbo Maritime Bureau, the first ship “United 17” completed the whole set of certificate changes on the same day. After receiving the certificate, Chen Xiaofeng had mixed feelings. “One ship with multiple certificates can be handled once,” and a sentence should be added later, “One day!”
On December 16th, last year, at the conference of promoting the construction of China (Zhejiang) Pilot Free Trade Zone with high quality in the whole province, the innovative service mechanism of “one ship, multiple certificates and one-time operation” originated in Ningbo and the remote review mechanism of port state supervision for foreign ships arriving in Hong Kong, the online one-stop service of “foreign exchange gold housekeeper”, the “three-in-one” reform of criminal administration and civil trial of maritime trial, and the digital warehouse receipt based on blockchain..Seven cases, including the new mechanism of commodity trading and financing, the cross-border e-commerce financial service scheme of “Easy Cross-border Insurance” and the optimization of customs clearance supervision mode, were included in the best institutional innovation cases of Zhejiang Pilot Free Trade Zone in 2021.
In 2021, the “cross-border trade” index of our city ranked seventh in the country in the evaluation of the National Development and Reform Commission, and entered the ranks of single benchmark cities for the first time.

Ningbo’s trade facilitation reform, the real focus and point of view, has never only benefited one enterprise, but also lies in the strength of opening up and the depth of reform. Just like Zhoushan Port in Ningbo, which faces the main channel of the Pacific Ocean, it has never only served one city and one province, but has been regarded as an open hard-core force and an important node to ensure the stability of the global supply chain.
Lack of cabins, lack of containers and soaring sea freight will run through the whole year of 2021. According to statistics of logistics platform Freightos, in August last year, the freight for transporting a 40-foot container from China to the west of the United States once reached $20,000, while in February 2020, before the global epidemic broke out, the quotation was only about $1,200, which soared more than 10 times in half a year.
The global supply chain is blocked and the market supply and demand are unbalanced, which leads to the decrease of the worldwide port turnover efficiency, the slow container handling speed and the delay of the shipping schedule. In Los Angeles and Seattle on the west coast of the United States, where the situation is the most serious, the container waiting time is even as long as four weeks.
However, in sharp contrast to the phenomenon of congestion and empty container detention in overseas ports, China Port, represented by Zhoushan Port in Ningbo, operates in an orderly manner. Even after the epidemic, Zhoushan Port in Ningbo did not stop operating, but temporarily closed Meishan Port, which was involved in the epidemic, and was successfully unsealed two weeks later.
At the same time, in order to alleviate the contradiction between supply and demand, Ningbo took the initiative to connect domestic and foreign trade enterprises and logistics enterprises, and promoted the official operation of the “Yinmao-Los Angeles” express route directly to Los Angeles. The first batch of eight foreign trade enterprises in Ningbo locked shipping space and exported more than 60 standard containers with a value of nearly US$ 2 million. In view of the booming cross-border e-commerce, Zhoushan Port in Ningbo opened the first cross-border e-commerce sea-rail combined transport train “with an asterisk”, which realized the seamless connection between the e-commerce sea-rail combined transport train and the shipping company’s e-commerce shipping express line, providing a fast channel for cross-border e-commerce cargo transportation for hinterland enterprises.
Here, soft services and hard-core forces began to unite. In order to build a world-class strong port, Ningbo Customs and Ningbo Zhoushan Port Group set up a joint working class, and launched 22 measures to support the construction of a first-class strong port and 12 special trade facilitation actions. Support the official opening of Chuanshan No.1 berth and Shipu New Port Wharf. Promote the construction of Yiwu’s “sixth port area”, and the annual business volume of sea-rail combined transport exceeds 1.2 million TEUs. Promote the new business model of “direct lifting by ship” and “direct loading at port” …
In 2021, Zhoushan Port in Ningbo completed the swallowing of goods..Spit volume 12.2.4 billion tons, ranking first in the world for 13 consecutive years; Completed the container throughput of 31.08 million TEUs, successfully ranked among the 30 million “echelon” of global port containers, and continued to rank third in the world.

Nowadays, the reform measures in the new year have been announced, and the core connotation is consistent: as a first-line open city, it is necessary to implement the prescribed actions at the national level and actively serve the “country’s greatest”, and to launch “optional actions” with obvious Ningbo characteristics in combination with Ningbo’s local reality.
At present, grasping the new development stage, implementing the new development concept and building a new development pattern are the “great people in the country”. From the perspective of opening up, Ningbo should always put itself in the global coordinate system, compare with the internationally accepted standards and rules, and combine the major strategic requirements of countries, provinces and cities such as the construction of “two regions”, building a strategic storage and transportation base for bulk commodities, and deepening the digital reform of ports, and strive to improve trade convenience to promote the domestic and international double cycle.
Here, the most important “Ningbo imagination” is greater opening and “liberalization”, and behind it, it is still a deeper reform. Therefore, we can see that the 27 reform measures in the New Deal involve the following contents: helping to forge “hard core” forces and further improving the level of port opening up; Consolidate the achievements of reform and innovation and further optimize the whole process service of the whole chain of customs clearance; Promote port openness and transparency, and further standardize import and export link charges; Strengthen the digital empowerment of scientific and technological innovation to further promote the quality and efficiency of port services; And adhere to the purpose of serving enterprises to further improve the overall service environment of the port.
From helping, consolidating, advancing, strengthening and then persisting, the “initial intention” is consistent, that is, through truly substantive reform measures, we will support greater opening measures and promote fuller market competition with greater opening measures.
