Recently, the “Several Measures for Further Implementing Stable Foreign Trade Policies and Serving Technological Innovation and Development” (hereinafter referred to as the “Measures”) jointly issued by the Zhejiang Provincial Department of Science and Technology and Hangzhou Customs has been officially launched. The head of the Planning Department of the Provincial Department of Science and Technology stated that each detail in the “Measures” is established to create a more relaxed innovation and entrepreneurship environment for enterprises.
Technology has a high “gold content”, and products can pass through the “green channel”
In the past ‘three services’ process, we learned during visits to enterprises that many export-oriented high-tech enterprises have reported that they face relatively complicated customs clearance procedures in the process of export trade. “The person in charge introduced that the first article of the’ Measures’ launched this time aims to simplify complexity and allow trustworthy high-tech enterprises and technology-based small and medium-sized enterprises to enjoy convenient customs clearance and preferential tax policies.
In the future, for high-tech enterprises and technology-based small and medium-sized enterprises that submit AEO (Authorized Economic Operator) certification applications to Hangzhou Customs, the customs will prioritize on-site certification. Enterprises that pass certification will enjoy tax incentives and convenient customs clearance policies. At the same time, for enterprises that have passed customs AEO certification, the technology department will also give priority support when evaluating high-tech enterprises and technology-based small and medium-sized enterprises.
At present, Hangzhou Customs has prioritized on-site certification for Shangyu Xinhecheng Biochemical Co., Ltd. and Zhejiang Jiangjinke Daily Chemical Raw Materials Co., Ltd. These two technology enterprises have successfully passed the “AEO Advanced Certification” on-site inspection and will receive the “AEO Advanced Certification” certificate in late August.
These two Shaoxing technology enterprises are both leading domestic enterprises in their respective segmented industries. Hangzhou Customs stated that obtaining the “AEO Advanced Certification” equivalent to a “green pass” for customs clearance not only means that enterprises will be more convenient in the customs clearance process in the future, but also enjoy more favorable tax policies for the import of raw materials and research and development equipment.
The head of Xinhecheng Marketing Service Department said that the annual export volume of vitamins and other nutritional products produced by the enterprise accounts for over 70%. With the “AEO Advanced Certification”, the channel for the enterprise to export overseas will become increasingly smooth.
Enjoy tax reduction and exemption policies, providing a green light for the introduction of scientific research instruments and equipment
In addition to providing convenience for technology enterprises with abundant “value”, the other beneficiary group benefiting from the “Measures” is the numerous research and development institutions in the province.
The relevant person in charge introduced that the Basic Department of the Provincial Department of Science and Technology has recently provided a list of key research and development units to Hangzhou Customs. Many research and development institutions, including the Zhejiang Research Institute of the University of Hong Kong and the Zhejiang Tsinghua Flexible Electronic Technology Research Institute, will enjoy tax reduction policies for imported scientific research, technological development, and teaching supplies in the future.
Hangzhou Customs will also actively strive for tax preferential policies for the import and export of urgently needed goods such as equipment, products, and production raw materials of relevant enterprises, based on the list of national and Zhejiang Province encouraged technological innovation industries and the list of “bottleneck” key core technologies and related products provided by the Provincial Department of Science and Technology, and provide maximum customs clearance convenience.
In promoting the information sharing of imported duty-free scientific research instruments and equipment, the Provincial Department of Science and Technology and Hangzhou Customs jointly promote the open sharing of duty-free scientific research instruments through platforms such as “Technology Brain”, improve the efficiency of scientific research instruments and equipment use, and better serve innovation and entrepreneurship.
The release of the ‘Measures’ is another practical measure for the technology system to deeply integrate with theme education, deepen the’ three services’ activities, and promote the high-quality development of the private economy. The relevant person in charge of the Provincial Department of Science and Technology stated that in the future, the Zhejiang Science and Technology Department and the Customs Department will continue to improve the work consultation mechanism, provide each other with relevant information and data support, and provide support for further improving relevant policies.
