In recent years, Dinghai District has actively implemented the spirit of documents such as the “Opinions of the General Office of the Zhejiang Provincial People’s Government on Strengthening the Management of Folk Belief Affairs”, adhered to the problem oriented approach, and took the lead in carrying out assessment, legal determination, and geographic information mapping of places of folk belief in the province, in response to the chaotic management and prominent safety hazards of places of folk belief, to clarify the bottom line, fine manage, and expand functions, We have gradually embarked on a path of folk belief management with regional characteristics. At present, the phenomenon of disorderly and indiscriminate construction of small temples and nunneries in the jurisdiction has been effectively curbed, and the safety and environmental appearance of places have significantly improved. Relevant work has been highly recognized by provincial and municipal leaders.
1、 Comprehensive layout and precise establishment of the “archive” of basic information of the venue
One is to understand the “family background” of the venue. Regularly conduct basic information re sorting, re organizing, and re summarizing work on folk belief activity venues, comprehensively verify the data that has been entered into the “Zhejiang Province Religious Information Management System”, timely change the latest venue and personnel information, supplement and improve the introduction of venue information, and ensure the completeness and accuracy of information on folk belief activity venues. Designate a dedicated person to be responsible for organizing, archiving, and updating venue information in real time, implementing the principle of “one venue, one archive”, and effectively completing the task in a clear and clear manner. 91 legitimate folk belief activity venues are preserved throughout the region.

At present, the numbering rate and QR code coverage rate of folk belief places in the entire region have achieved 100%.
The third is to draw a “property map” of the site. Taking the lead in developing geographical location diagrams and site plans for folk belief activities in the province, we will strictly prevent unauthorized alteration (expansion) of sites. Invite Zhoushan City Urban Planning and Design Research Institute to conduct GPS positioning of the location and accurately mark the actual geographical location and surrounding buildings of each location on electronic maps; Collaborate with each town (street) to draw a floor plan of the venue within the jurisdiction, marking all relevant dimensions of the buildings inside, so that each venue truly “matches the picture” and “matches the reality”. Since the completion of the “property map”, there has been no unauthorized alteration (expansion) of the construction bank.
2、 Combining unblocking and planning according to needs to standardize the development of the “roadmap”
One is to establish regulations and establish a standardized management framework. The “Assessment Measures for Folk Belief Activity Places in Dinghai District” was first introduced in the province, which established quantitative standards for 29 items in 7 projects, including organizational construction, institutional construction, activity management, and safety management. For places with excellent performance in the assessment, report and commend them throughout the district and give priority to recommending and applying to superiors; Propose suggestions for demotion or cancellation of registration numbers, dismantling, changing, and merging of places that fail the assessment and fail to act, in order to achieve dynamic supervision of the places. In 2016, a total of 9 excellent venues were selected, and all other venues met the qualification standards.
The second is to categorize and design personalized development paths. The first classification management model for folk belief activity venues in the province is to comprehensively consider factors such as venue scale, geographical location, cultural heritage, and degree of standardization construction. The Implementation Plan for Classification Management of Folk Belief Activity Venues in Dinghai District is formulated and issued, dividing all venues into four categories: standardized management development type, traditional culture development type, belief culture development type, and tourism culture development type. Encourage all venues to actively carry out the creation of characteristic demonstration points after meeting the requirements of standardized management and development. As of now, 91 locations in the region have completed research and classification work, and 12 locations have applied for demonstration sites. Next, the civil and religious departments will provide “one-on-one” on-site guidance services based on the actual situation of the venue, customize personalized development paths, and achieve differentiated development of the venue.
The third is to diligently rectify and promptly remove illegal places. In response to the current situation of disorderly management, prominent safety hazards, and frequent resurgence in early folk belief venues, we have carried out multiple centralized renovations, special inspections, and retrospectives of folk belief activity venues. A total of 283 folk belief activity venues have been rectified, including 91 approved for retention, 139 for conversion to other uses, 26 for style change, 27 for cleaning and demolition, with a demolition area of over 2500 square meters. Implement territorial regulatory responsibilities, incorporate the management of folk belief affairs into the annual target responsibility system assessment of towns (streets), implement a “one vote veto” system, and report individual towns (streets) with omissions or concealments throughout the district.
3、 Resource integration and deep exploration of folk belief venues’ functions+’
One is the combination of folk belief venues and traditional cultural inheritance. Integrating the cultural connotations of folk belief venues with excellent local traditional culture, extending the inheritance of traditional culture to folk belief venues, regularly holding folk activities such as the opening ceremony, adult ceremony, sea worship and ocean appreciation, as well as exhibitions of intangible cultural heritage projects such as Zhoushan gongs and drums, Wengzhou walking books, and puppet shows, further creating a strong atmosphere for cultural inheritance. There are a total of 48 stages in the 91 preserved folk belief activity venues, with over 200 performances of various operas and over 100 cultural and artistic performances held annually, covering an audience of over 60000 people.
The second is the construction of folk belief venues and moral positions. Transforming positive factors such as reverence, compassion, and tolerance in folk beliefs into moral and ethical forces that promote upward and goodness, and promoting positive social energy. Regularly organize a group of law popularization lecturers, grassroots lecturers, and other propaganda backbone forces to enter folk belief activity venues, popularize legal and regulatory knowledge and mainstream social values to believers through micro lectures, micro stories, and other forms, and gather social cohesion. In the past three years, the lecturer team has entered the institute more than 100 times. Seven folk temples, including Xiaosha Temple and Zhangxiang Temple, will be opened up and built as bases for patriotism education and anti-corruption education. The “Miao Sui Memorial Hall” and “East China Sea Guerrilla Corps Historical Site Exhibition Hall” will be set up in the venues, and in the form of “three-dimensional textbooks”, the folk belief activity venues will be transformed into “red battlefields” to promote mainstream values and spread advanced culture.
The third is the optimization of folk belief venues and public services. Guide various folk belief venues to gradually shift their funding investment from venue expansion to enhancing venue content, improving personnel quality, and optimizing social services. Encourage the extension of public service functions in folk belief activity venues, assist the towns (streets) and communities under their jurisdiction in resolving disputes, mediating conflicts and other social affairs, engage in public welfare and charitable undertakings such as poverty alleviation, elderly care, and donation to aid students, and unleash the positive energy of folk belief. Since 2016, more than 60 folk belief venues in the region have donated approximately 500000 yuan in donations for public welfare projects such as poverty alleviation, elderly care, and educational assistance, which have received widespread praise from society.
