In order to conscientiously implement the spirit of the provincial and municipal meetings on the work of the people and religion, and further promote the construction of a leading city for the sinicization of religion and the modernization of religious governance, on March 24th, the Jiaxing Buddhist Association held the 11th President’s Meeting of the 5th session to convey and learn the spirit of the National Two Sessions, and to study and deploy key work tasks in the field of Buddhism. Ma Jining, Deputy Director of the Citizen Religious Affairs Bureau, attended the meeting, and personnel above the Deputy Secretary General of the Municipal Buddhist Association attended the meeting. The meeting was presided over by Master Zhiyu, President of the Municipal Buddhist Association.
With one heart and one mind, collective planning and strength, firm confidence, and courage, we will make new contributions to the Buddhist community in building a socialist modernized country in all respects and promoting the great rejuvenation of the Chinese nation.
The meeting heard a report on the education and training of the Buddhist community in the city in 2022, as well as the identification, filing, and extension of Buddhist staff. It deployed the rotation training of Buddhist staff in the city in 2023, as well as the identification, filing, and extension of Buddhist staff. It also studied the plan for the key work of the Buddhist community in the city – the “Zhi Jiang Wen” series of activities.
Ma Jining proposed specific work requirements around “preventing and resolving risks and hidden dangers, ensuring the security and stability of the Buddhist field in the city”:
One is to have a deeper understanding of the issue of “firmly establishing bottom line thinking”. The Buddhist community in the city should continuously enhance their awareness of risk prevention and bottom line defense, both in terms of thinking and action. They should have the initiative to prevent risks and also have high-level strategies to respond to and resist risks and challenges; We must not only fight a prepared battle to prevent and resist risks, but also fight a battle to turn danger into safety and to resolutely maintain the security and stability of the Buddhist field.
The second is to take more pragmatic measures on the issue of “how to resolve risks and hidden dangers”. We must take multiple measures and implement comprehensive strategies to resolutely win the battle of preventing and resolving risks and hidden dangers in the Buddhist field. One is to regard strict governance as the primary prerequisite for preventing and resolving risks; Secondly, making consolidating the foundation a top priority in preventing and resolving risks; Thirdly, treating source control as an effective means of preventing and resolving risks; Fourthly, taking sound mechanisms as a fundamental strategy for preventing and resolving risks; The fifth is to use modern technology to provide strong support for preventing and resolving risks.
The third is to have clearer requirements on the issue of “implementing the main responsibility of the work”. The democratic management organizations and main responsible persons of Buddhist places should effectively assume the main responsibility for safety and stability work, identify risks with a keen eye, analyze risks with dialectical thinking, and respond to risks with precise measures to ensure early detection, prevention first, and disposal at a small level. They should be highly vigilant against linkage and superposition effects, and prevent small signs from turning into major events and local risks from turning into systemic risks.
The meeting pointed out that the task of preventing and resolving risks and hidden dangers is arduous and the responsibility is significant. The Buddhist community in the city should adhere to the bottom line thinking, enhance the sense of responsibility, and strive to weave the “protective net” of Ping An Monastery more tightly and firmly. We must resolutely win the battle of preventing and resolving risks and hidden dangers, ensure the security and stability of the Buddhist domain, and make greater contributions to the economic and social development of the city.
