The Municipal Science and Technology Bureau focuses on the carbon reduction challenges of the petrochemical industry, which are large in size, long in process, high in development inertia, strong in path dependence, and limited in systematic basic data on carbon emissions. It deeply carries out the “Helping Enterprises Make a Good Start” activity to help petrochemical enterprises improve their innovation ability and level. On January 6th, our city signed a contract with Zhejiang Petrochemical to jointly build a green petrochemical technology innovation center with a total investment of about 5 billion yuan, and completed physical registration with a registered capital of 100 million yuan. The Technology Bureau invited Fei Weiyang, an academician of the CAS Member and a professor of Tsinghua University, and his delegation to visit the green petrochemical industry in the boat, visited the green petrochemical base on the spot, and examined the carbon emission reduction of the petrochemical industry. Finally, our city reached a tripartite comprehensive strategic cooperation intention with Tsinghua University and Zhejiang Petrochemical.
The second is to break through project policies. Comprehensively understand the development of the petrochemical industry, conduct research and sorting on the technology chain within the industry, and form special recommendations for tackling key core technologies. By conducting solid basic research to ensure higher quality implementation and application, we will vigorously enhance the technological level of the petrochemical industry. In 2021, the Municipal Science and Technology Bureau fully supported the establishment of 3 municipal level projects for Zhejiang Petrochemical and won 9 provincial level projects upwards; In 2022, we assisted Zhejiang Petrochemical in applying for 3.15 million yuan in provincial-level science and technology projects.
The third is to implement customized services. Focusing on key areas such as technological breakthroughs, cultivating blue carbon technology-based enterprises, and guiding scientific research, Zhejiang Petrochemical has commissioned a third party, led by Tsinghua University, to initiate the preparation of the construction plan for the Green Petrochemical Technology Innovation Center. At the same time, personnel from Tsinghua University and Tsinghua Yangtze River Delta Research Institute are stationed in Zhoushan to coordinate and ensure the recruitment and establishment of research and development teams, and to support the introduction of several high-level innovation and entrepreneurship teams and high-level technological innovation teams. In addition, according to actual needs, the Zhoushan Municipal Government will also provide initial temporary office space, provide appropriate support funds, and provide preferential policies for Zhejiang Petrochemical in terms of land, technology, talent, and other aspects.
