From the map, Xindai Town, located at the northernmost point of Pinghu City in Jiaxing, is like a peninsula embedded in Shanghai, bordering Jinshan District on three sides: west, north, and east. At the junction of Xindai Town and Fengjing Town in Shanghai, the reporter found this Zhangjiang Yangtze River Delta Science and Technology City. The location of the Science and Technology City is very special – it spans between Shanghai and Zhejiang, with half in Shanghai and half in Zhejiang. As the first national level development zone cooperation project between Zhejiang and Shanghai, the Haining Sub district of Shanghai Caohejing Emerging Technology Development Zone is another successful case of cross regional cooperation in the Yangtze River Delta. Like Pinghu, Jiashan County, which is adjacent to Shanghai, also established the first Shanghai Free Trade Zone Cooperation Zone in China in 2014, and gradually formed an industrial cooperation system with “headquarters in Shanghai, manufacturing services in Jiashan” and “creativity in Shanghai, incubation and transformation in Jiashan”.
Business owners have no choice but to relocate from Shanghai

Zhejiang Xuxiang Machinery Technology Co., Ltd. is an early enterprise to settle in the Science and Technology City. This enterprise engaged in food production line manufacturing was originally located in Shanghai. However, by 2013, due to difficulties in land use approval, which hindered the development of the company, Chairman Wang Yunde from Wenzhou, Zhejiang had to consider moving the company.
By chance, Wang Yunde saw a document at the Wenzhou Chamber of Commerce in Shanghai, which sparked his interest in Xindai Town, Pinghu City. After the two sides communicated, the person in charge of the investment promotion office in the town directly pulled out the map. The advantageous location between Xindai and Fengxian District in Shanghai, less than 40 minutes away, immediately attracted Wang Yunde’s attention. Both sides hit it off and Xuxiang Machinery officially settled in Xindai.
At that time, Wang Yunde did not expect such a huge change to occur in the small Xindai Town in just a few years. “When we first arrived, customers couldn’t even find a place to eat, and we never expected it to develop so well in the future. With the further clarification of the planning of the Yangtze River Delta Science and Technology City, the changes here will be even greater in the future. At present, the Pinghu Park and Jinshan Park of Zhangjiang Yangtze River Delta Science and Technology City are still in the infrastructure construction period. After entering the “growth and development period” from 2021 to 2030, Pinghu Park and Jinshan Park will achieve deep integration and form a series of cooperation and exchange mechanisms, becoming a regional economic growth pole and a demonstration and leading area for integrated development. After 2031, the pattern of “one city, two parks, and integrated creation of smart beauty” in the technology city will be comprehensively developed. At that time, Wang Yunde and other business owners may have a more “back to Shanghai” feeling.

Zhejiang Jiati Metal Technology Co., Ltd. is the second enterprise visited by the reporter this time. This seemingly insignificant enterprise produces titanium based composite components, a highly technologically advanced product, with customers including giants in industries such as aerospace and nuclear energy.
Ms. Pan Juefei, the chairman, lives in Xujiahui, Shanghai. Every morning at 7 o’clock, she starts her “cross provincial work” journey in a car, which takes about an hour on the way. Like Wang Yunde, Pan Juefei also took a liking to Xindai’s “Shanghai location, Zhejiang land price”. “At that time, the land price here was less than one tenth of that of the urban area of Shanghai.” For a new company established only in 2014, this greatly reduced the initial maintenance cost of entrepreneurship. This year, Jiati Metal has successfully developed four production lines.
However, despite being very satisfied with the overall environment of Xindai, Pan Juefei also has his own troubles. “Our team has PhDs from Shanghai Jiao Tong University, but we lack skilled workers and undergraduate graduates.” Pan Juefei hopes that the government can further strengthen the construction of transportation, housing and other supporting facilities, attract more talents, and fundamentally solve the problem of difficult employment for enterprises.
In this regard, Zhong Weihua said that the Science and Technology City is increasing its horizontal and vertical exchanges with Pinghu Technical College, Jiaxing University and other institutions, and accelerating the promotion of talent training and introduction. In addition, 300 talent apartments in the park are expected to open in July this year; The greening and renovation work of the main roads entering and exiting the park, such as Xinxing Highway and Pingxing Highway, will also be completed by October this year, making transportation between the park and Shanghai and Pinghu urban areas more convenient.
