In order to implement the “Six Guarantees” and “Six Guarantees” decision-making arrangements of the CPC Central Committee the State Council, the provincial party committee and the provincial government, according to the work requirements of the Standing Committee of the provincial party committee and the provincial government, the Provincial Department of Commerce quickly studied and implemented, strengthened the overall planning of work, adjusted and established a special class for promoting consumption in the province, and defined the member units, with Vice Governor Zhu Congjiu as the general leader, the Provincial Department of Commerce as the team leader, and the Provincial Development and Reform Commission, the Provincial Department of Finance, and the deputy head unit. Improve the organizational structure, refine the working mechanism, and establish five working mechanisms: overall coordination, regular consultation, inventory management, supervision and evaluation, and linkage between cities and counties.
In order to give full play to the role of the provincial consumption promotion special class as soon as possible and accelerate the consumption promotion work in the province, on the afternoon of April 29th, the Provincial Department of Commerce held a mobilization meeting for the provincial consumption promotion special class. Sheng Qiuping, the head of the provincial consumption promotion special class and the director of the provincial department of commerce, attended the meeting and made a speech. Xu Gaochun, deputy head of the provincial consumption promotion special class and the first-class inspector of the provincial department of commerce, presided over the meeting. A total of 48 leaders in charge of 22 member units and heads of business offices attended the meeting.

Sheng Qiuping put forward three suggestions on giving full play to the advantages of special classes and doing a good job in promoting consumption: First, we should attach great importance to the role of promoting consumption in promoting “two-handed, two-game win” as a whole. Around the construction of “important window”, we should fully recognize the important position of promoting consumption, correctly treat the pressure and opportunities we face, firmly believe that there is much to be done to promote consumption, take the initiative in judging the situation in view of the unprecedented impact of the epidemic on the economy of our province, find opportunities in crisis, and make a charge in the process of building “window” and achieve first results. Second, we should fully launch and highlight key points, and set off the climax of “consumption from Zhejiang”. It is necessary to thoroughly implement the implementation opinions of the provincial government to boost consumption, enrich consumption carriers such as “Zhejiang trip”, “Zhejiang exhibition” and “Zhejiang tour” around the theme of “Zhejiang consumption”, actively launch all-round promotion of consumption, vigorously promote new services of digital life, and lead the promotion of consumption with Zhejiang consumption index to set off a new upsurge of consumption in the post-epidemic era. Third, we must raise standards and strengthen our responsibilities, and reflect the special class in catching up with learning. It is necessary to give full play to the role of special classes in accordance with the requirements of the provincial government, do a good job in a down-to-earth manner in the spirit of not admitting defeat and competing with others, reflect the ability and actions, plan and promote in strict accordance with the “four systems”, implement pressure at all levels, pay attention to solving the problem of promoting consumption, actively make suggestions and build a platform for enterprises, and reflect the government’s responsibility and actions with practical actions.
At the meeting, Xu Gaochun introduced the background and adjustment of the special class. The leaders of the provincial development and reform commission, the provincial cultural tourism department, the provincial State Administration for Market Regulation, the provincial statistics bureau, the provincial education department, the provincial health and health commission and other departments and bureaus respectively exchanged information on the development of consumption promotion work in various fields and the next key tasks.
