On the morning of July 5, the signing ceremony of the Beijing-Tianjin-Hebei Great Wall Joint Agreement on Coordinated Protection and Utilization was successfully held online. Guan Qiang, Deputy Director of the State Administration of Cultural Heritage, attended the test. The Beijing Municipal Administration of Cultural Relics, the Tianjin Municipal Administration of Cultural Relics and the Hebei Provincial Administration of Cultural Relics signed the Joint Agreement on Comprehensively Strengthening the Coordinated Protection and Utilization of the Beijing-Tianjin-Hebei Great Wall, and the People’s Government of Miyun District of Beijing Municipality and the People’s Government of Luanping County of Hebei Province signed the Cooperation Agreement on the Protection of the Great Wall at the Border.
According to the Joint Agreement on Comprehensively Strengthening the Coordinated Protection and Utilization of the Beijing-Tianjin-Hebei Great Wall, the Beijing-Tianjin-Hebei region will work together to establish a consultation and coordination mechanism for major issues in the protection of the Great Wall at the administrative regional boundary office, jointly formulate and implement relevant protection plans for the Great Wall points, and jointly carry out cross-regional and cross-departmental law enforcement inspections. Comprehensively deepen coordinated development, accelerate the preparation of the Great Wall cultural relics protection planning and cross-regional connection, integrate the superior resources of high-level professional institutions and colleges and universities in the three places, and jointly promote the construction of the Great Wall National Cultural Park. Increase the intensity of inheritance and promotion, jointly excavate, interpret and display the value of the Great Wall, the culture of the Great Wall and the spirit of the Great Wall, establish and improve the working mechanism for the joint construction and sharing of information on the protection, inheritance and utilization of the Beijing-Tianjin-Hebei Great Wall, uniformly carry out the Great Wall information release and publicity and promotion activities, and promote the overall protection of the Beijing-Tianjin-Hebei Great Wall.
Through the signing of the Cooperation Agreement on the Protection of the Great Wall at the Border, Miyun District of Beijing Municipality and Luanping County of Hebei Province will strengthen the advance communication on the protection and utilization of the Great Wall at the boundary of the administrative region, determine the main body of the project, prepare protection and maintenance plans, strengthen mutual support and cooperation, and jointly strengthen the protection of the Great Wall itself. Regularly carry out joint inspections or law enforcement supervision, build a platform for sharing law enforcement work on the Great Wall at the border between the two places, assist each other in investigating and handling illegal cases on the Great Wall, and release relevant information in a timely manner. Jointly promote the construction of the Great Wall National Cultural Park and the Great Wall Cultural Belt in the two places, and make overall plans to promote and jointly do a good job in the opening and display of the Great Wall. For unopened paragraphs, follow-up protection and utilization will be promoted in strict accordance with the principle of “protection first, results sharing”.
Before the meeting, the State Administration of Cultural Heritage organized Beijing Municipality and Hebei Province to conduct a joint investigation of the dangerous situation of the walls No. 54 to 56 Miyun of the Great Wall of the Ming Dynasty and held an on-site meeting to study the emergency rescue, repair and follow-up management issues. Organize special studies by the Cultural Heritage Bureaus of Beijing, Tianjin and Hebei Province to strengthen the protection of the Great Wall at the boundary of administrative regions. Guan Qiang pointed out in his speech that the exploration of the Great Wall co-protection and sharing model in the Beijing-Tianjin-Hebei region is an important progress in implementing the spirit of General Secretary Xi Jinping’s important expositions and important instructions on cultural relics work and promoting the national strategy of coordinated development of Beijing-Tianjin-Hebei. The cultural relics department of the Beijing-Tianjin-Hebei region should build a solid awareness of the bottom line, take the protection of the Great Wall as the top priority of the cultural relics work in the Beijing-Tianjin-Hebei region, always put the safety of the Great Wall in the first place, and jointly do a good job in the temporary rescue, plan improvement and construction organization of the walls No. 54 to 56 of Miyun in the near future. It is necessary to strengthen systematic thinking, implement the overall protection of the Great Wall and its surrounding landscapes, and do a good job in the connection and effective management of the zoning at the boundary of the administrative region. It is necessary to deeply explore the historical and cultural value of the Great Wall, increase scientific research and innovation, explore and launch the theme trail of the Great Wall cultural relics, and meet the spiritual and cultural needs of the people.

On the occasion of the 38th anniversary of the launch of the “Love Me China, Build My Great Wall” activity, the State Administration of Cultural Heritage supports and guides the cultural relics departments of Beijing, Tianjin and Hebei to thoroughly implement the Regulations on the Protection of the Great Wall and the Master Plan for the Protection of the Great Wall, and jointly sign relevant agreements on the coordinated protection and utilization of the Great Wall, so as to promote the protection and utilization of the Beijing-Tianjin-Hebei Great Wall into a new stage of close cooperation, joint protection and sharing.
