Shangyu District of Shaoxing City earnestly implements the spirit of Secretary Xu Luode’s speech at the seminar on deepening the reform of the discipline inspection and supervision system in the development zone (park), closely adheres to the overall goal of building a clean and honest park in the new era, strengthens the deployment and planning, and on the basis of optimizing the setting of the post office, selects Hangzhou Bay Economic Development Zone as the focus, takes the “Bailang Qingsha” clean and moral cultural brand as the guide, and combines the work of “seven problem lists” to do a good job in shaping the soul of culture Shaping and empowering articles, using a culture of integrity as a “clean driving force” to strengthen supervision and discipline enforcement, forge a cadre team, and build political and business relationships, continuously amplifying the effectiveness of supervision, and further creating a clean and positive development environment and increasingly clear political ecology in Hangzhou Bay Economic and Technological Development Zone.
1、 Promote integrity through “cultural purity”. Give full play to the “pilot light” role of a clean and honest culture, strengthen political guidance through political supervision, integrate the implementation of the new development concept of the Economic Development Zone into action, effectively assist the Party Working Committee of the Economic Development Zone in implementing the “Blue Sea and Red Bay Strong Foundation Project”, establish the “Party Member Pioneer Alliance” in the employee community, and carry out 10 times of special supervision such as normalized epidemic prevention and control, environmental health remediation, and fire safety hazard remediation, Detailed implementation of the overall work of the support center; Carry out ideological dynamic analysis, research and judgment of party members and cadres in the park and self-assessment of the status of political ecological construction, identify 9 major risk points of clean government, and conduct 37 clean government talks, further promoting the creation of a more vibrant environment for officers and entrepreneurs; At the same time, integrate a clean and honest culture into the “smart brain” of the Economic and Technological Development Zone as a “booster” to standardize the use of public power, prevent corruption risks, and strengthen style building. Based on the “seven problem lists”, closely monitor the problems and integrity risks found in key areas and key positions during the inspection, carry out irregular open and secret visits, and rectify and discipline six times, and urge the rectification of six problems, effectively curb the resurgence of the “four wind” issues The issue of corruption has taken root and sprouted, further eliminating party and government conduct, and promoting new and positive ethos.
2、 “Cast the soul through culture” to add vitality. Give full play to the “backbone” role of cultural armed minds, and promote the formation of a “1+1” pattern of clean culture and party building work, so as to purify ideas, forge character, and refine style. By creating a clean and ethical cultural position throughout the park, organizing on-site education activities, and holding “micro party class” competitions, etc., we have further fully exploited the existing cultural resources in the economic development zone, publicized the development story of the economic development zone, and filled the enthusiasm of cadres. We have selected 9 on-site education sites, such as the Party Construction Research Center and the Industrial Collaborative Innovation Center, to form a localized education demonstration line of “Red Bay University”; Organize Party members and cadres throughout the park to carefully study the spirit of laws, regulations, and related documents for 27 times, and carry out anti-corruption education and warning activities such as watching “Zero Tolerance” for 2 times. Through multi-channel learning and cultural infiltration, continuously improve the awareness of discipline and the ability to distinguish right from wrong of Party members and cadres; Continuing to carry out various activities such as thematic learning, business training, cultural health, etc., and opening a “Monthly Learning” Blue Ocean Lecture Hall. Led by the leadership of the team, the course is conducted in combination with professional fields, work in charge, learning experiences, etc., to broaden the professional knowledge of cadres. The course has been successfully conducted for three times.
3、 “Strengthen the enterprise through culture” to boost the morale. Give full play to the role of the “new engine” promoted by the infiltration of cultural factors, and integrate the integrity culture, integrity system, and integrity behavior into the development of the enterprise. Relying on corporate branch learning, employee training, internal networks, corporate newspapers, and other carriers, we have strengthened positive publicity and negative warning education, and regularly organized cadres of the Discipline Inspection Commission and Supervision Commission to enter the enterprise to provide integrity classes. Since last year, we have conducted integrity classes in multiple companies in the park three times. Establish a system of self inspection, self correction, supervision and prevention in high-risk areas in the internal management of enterprises, develop a Manual of Evaluation Standards for Clean Private Enterprises, summarize and promote typical practices of “leading enterprises” such as Wolong Group’s Letter of Commitment on Anti Fraud, and New Hecheng’s normalized inspection. “One enterprise, one policy” creates a recognizable clean enterprise culture and practices, and focuses on cultivating a number of exemplary benchmark enterprises. With the goal of building a positive and healthy relationship between pro Qing government and business, we have not only drawn 38 red lines of discipline and defined the boundaries between “can do” and “not do”, but also conducted in-depth activities for discipline inspection and supervision cadres to provide “three residences and three services”. We have served 384 enterprises through visits to enterprises, face-to-face communication with relevant enterprise leaders, and inviting relevant enterprise leaders to serve as special inspectors, solving 147 difficult problems.
