On March 20, the reporter learned from the Provincial Department of Science and Technology that simplifying the application review, management acceptance, high-level enterprise identification and other procedures, optimizing the innovation resource map, R&D expense super-deduction policy services, strengthening technical support and other measures have become important contents of this year’s province’s science and technology service field to deepen the “run at most once” reform action plan.
“With ‘three simple, three excellent and three supports’ as the entry point, deepen the reform of the scientific research management system, eliminate red tape in the process of doing things, and give scientific research institutions and researchers greater autonomy, in order to truly enhance the satisfaction and sense of gain in the field of science and technology.” Lu Wenge, director of the Department of Policy, Regulation and System Reform of the Zhejiang Provincial Department of Science and Technology, said.
The ultimate beneficiaries of “running at most once” in the field of science and technology are scientific research enterprises, scientific and technological personnel and grassroots science and technology departments in the province.
It is reported that this year, the content and review time of science and technology plan projects in our province have been reduced by one-third, and the identification of high-tech enterprises will be shortened from the past 120 working days to 80 working days. In the implementation of the “reduction of certificates for the convenience of the people” measures, the unified verification of the identification office replaces the enterprises to issue materials explaining that there is no violation of the law to the government departments, and truly reduces the burden on enterprises.
In addition, the “run at most once” reform action plan has also made great efforts for enterprises to reduce the cost of innovation and entrepreneurship. In addition to strengthening the open sharing and cooperation of scientific and technological resources in the Yangtze River Delta region and expanding the innovation resource map, this year our province will further reduce the payment time of innovation vouchers and stimulate the vitality of independent innovation of enterprises. The reporter learned that as of March 19, a total of 22,421 enterprises have sought various scientific and technological services 91,756 times through the provincial science and technology innovation cloud service platform, and received 1.58 billion yuan of innovation voucher support, of which 98% are small and medium-sized enterprises.
