On July 3rd, Haiyan County entered the basic information of 19 places registered by Jiaxing Municipal Bureau of Religious Affairs into the religious information system, which indicated that Haiyan County successfully completed the registration and numbering of folk beliefs in 2018, and our county is also the third batch of counties and cities with the largest number of registered places in Jiaxing.
First, fully promote the classified disposal work. Since October last year, the comprehensive rectification of places not included in the registration number has been carried out in an all-round way, requiring all towns (streets) to complete the classified disposal of places within their jurisdiction by the end of March through the methods of “merging a batch”, “changing to a batch” and “including a batch”, so as to effectively eliminate potential safety hazards. At present, all towns (streets) have successfully completed the classified disposal and are continuing to carry out guided and standardized management;
Second, adhere to the standards ahead, strictly control the registration number, and carry out on-the-spot visits and inspections to 19 places of folk belief to be registered in 2017-2018 by the Civil Affairs Bureau, the County People’s Affairs Bureau and the towns (streets) respectively, and strictly require the places in accordance with the “Regulations on the Management of Places of Folk Belief Activities in Jiaxing City”, and order the rectification on the spot that does not meet the registration requirements, and clarify the time limit and requirements for rectification.
The third is to raise the benchmark and continue to focus on civilization and norms. Formally implement the “1234” folk belief financial management system in the registered number places in the county, that is, a set of rules and regulations, and formulate the “Measures for Financial Management of Folk Belief Activity Sites”, which has two public contents. Every quarter, the accounts are made public in the folk belief activity sites and the village public column, with three full-time managers, three village United Front Committee members, village financial personnel and temple management committee accountants in charge, four on-site inspections, and on-site supervision and inspection of the financial management of the sites every quarter. The County Religious Affairs Bureau carried out the “One Temple and One Story” collection activity in the registered number of folk belief sites in the county, and each site reported 1-2 inheritance stories for the belief subjects, including historical documentary, stories and legends, historical relics, folk activities, intangible cultural heritage, etc. At present, the collection has been completed, and will be screened and compiled into a book later.
