In July last year, our city issued “Action Plan for Building a City of Single Champion in Manufacturing Industry by Focusing on Key Core Technologies (2020-2025)”, and organized the key core technology emergency tackling plan project, which started a new round of scientific and technological innovation cycle in Ningbo. Faced with many bottlenecks, such as small R&D investment, lack of core technology, technical breakpoints in industrial chain and high cost of intellectual property rights protection, we need to actively promote enterprises in our city to accelerate the breakthrough of core technology innovation by promoting entrepreneurship, effectively reducing the burden on enterprises, building an integrated and innovative industrial chain and accelerating the process of digital empowerment, so as to inject inexhaustible power into building a high-level innovative city.
A vigorously promote entrepreneurship and enhance the innovation power of core technologies of enterprises.
First, accurately meet the needs of key enterprises and key enterprises, improve the rapid response mechanism, increase the support of government innovation funds, provide help for enterprises to lay a solid technical foundation, and strive to cultivate more manufacturing individual champions.
The second is to support and guide small and medium-sized enterprises to participate in the “chain-length system” and “chain-based system” industrial innovation chain, assist small and medium-sized enterprises to actively respond to the impact of new technological environments such as industrial Internet, big data and intelligent manufacturing, and cultivate the craftsman spirit of entrepreneurs who are determined to reform, boldly explore and strive for perfection.
The third is to solve the problem of information asymmetry in the process of enterprise technology transformation and build a market-oriented innovation system led by enterprises and guided by the government. For enterprises that meet the industrial orientation, if the floor area ratio of existing industrial land is increased by building, expanding or renovating factories on the original industrial land, the land price will not be increased, and the operators will be guided to standardize the management methods of the park, further relax the admission standards of small and micro enterprise parks, and solve the land use problems of small and micro enterprises.
Second, in reducing the financial burden of enterprises, we should strengthen the linkage between government, banks and enterprises, establish and improve the credit sharing platform and information sharing mechanism for financial services, guide financing guarantee companies to become stronger and better, give full play to the role of policy credit guarantee institutions, and actively coordinate and solve the reasonable capital needs of a number of small and medium-sized private enterprises with good growth and high technology content.
Third, in terms of reducing the labor cost of enterprises, we should learn from the practices of Shenzhen and Nanjing, and reduce the labor cost of enterprises to a lower level by lowering unemployment insurance, allowing applications to reduce the proportion of housing provident fund deposits or delaying payment, increasing the proportion of union fees returned by small and micro enterprises, and lowering the average sales electricity price.
C building an integrated and innovative industrial chain to enhance the core technological innovation strength of enterprises
First, with the help of the scientific research institutions jointly established by many universities and the government in Ningbo, we can better realize the cooperation and docking between scientific research institutions and local enterprises and effectively solve various problems in the actual production of enterprises. Guide scientific research institutes to pay more attention to industrial development research, innovate the sharing mechanism of scientific and technological achievements, increase the sharing ratio of scientific and technological personnel, and improve the conversion rate of scientific and technological achievements.

D effectively accelerate the process of digital empowerment and condense the core technological innovation of enterprises.
First, we will continue to implement the “No.1 Project” to promote the digital economy, speed up the layout of core industries of the digital economy such as integrated circuits, software and information services, electronic information, and intelligent equipment. On the basis of the complete development of Ningbo’s manufacturing industry and the beginning of the intelligent industry, we will deeply integrate informationization and industrialization, highlight the core advantages of development, and achieve differentiated positioning with the intelligent development of other key cities in the Yangtze River Delta.
The second is to promote the new economic development form of industrial intelligence and intelligent industrialization, and “complement the shortcomings” and “chain long board” advance together. While accelerating industrial transformation, the digital economy is used to promote collaborative manufacturing, cross-border integration and development, personalized customization and other manufacturing and business model innovations in the industrial chain.
The third is to develop a new industrial cloud service platform around Ningbo’s 2.46 trillion industrial clusters, provide intelligent production solutions, intelligent management solutions, innovative service design solutions, etc., realize the sharing and utilization of resources and information, and promote breakthroughs in key technologies in the industry.
E gather core technological innovation elements to improve the core technological innovation ability of enterprises.
First, further improve the talent incentive policy, and give more rewards to high-tech talents through incentive pay, patent and other invention achievements evaluation and pricing; Establish an enterprise independent talent evaluation system of “enterprise evaluation+government reward”, give enterprises greater autonomy in talent evaluation, and truly let practical and skilled frontline talents enjoy the policy dividend.

Third, actively assist enterprises to solve all kinds of problems in intellectual property rights protection, organize training on intellectual property rights for “going out” enterprises in our city, hire foreign experts to provide patent consulting services for Ningbo enterprises, and actively communicate with relevant foreign departments to improve the overseas intellectual property rights protection mechanism of enterprises.
The fourth is to speed up the construction of market credit system, make full use of advanced technologies and resources such as big data and blockchain, promote the integrated development of social credit system and big data, build a new market supervision mechanism with credit as the core and innovate social governance, and form a big pattern of joint incentives for trustworthiness and joint punishment for dishonesty.
F Strengthen the protection of intellectual property rights and stimulate the innovation vitality of core technologies of enterprises.
First, relying on Ningbo Free Trade Zone to expand its regional advantages, docking the Agreement on Regional Comprehensive Economic Partnership, and exploring overseas protection of intellectual property rights and internationalization of patent layout. In the fields of automobile manufacturing, new materials, integrated circuits, optical devices and equipment, intelligent equipment, etc., around the “stuck neck” technology, key technologies and other technical links, the domestic and foreign development systems of intellectual property rights will be laid out through core technology leading enterprises and individual champion enterprises, and the level of intellectual property services for “the belt and road initiative” trading enterprises will be improved at the same time, forming a high-quality world-class industrial chain and industrial cluster integrating core technology innovation and intellectual property protection.
Second, accelerate the construction of regional integrated intellectual property protection system in the Yangtze River Delta, carry out multi-level construction of foreign-related intellectual property service platforms, improve the level of foreign-related intellectual property services, and deeply integrate into the global intellectual property governance system.

Fourth, explore various forms of innovation modes of intellectual property investment and financing, such as pledge of property rights, insurance, options, securitization, etc., solve the problems of high innovation cost and high patent protection cost of enterprises through multiple channels, and give enterprises higher value and return of intellectual property rights with the help of market mechanism.
