At 11:30 p.m. on March 7, the People’s Hospital of Wuxing District, Huzhou City, found that a daily health monitor was positive for nucleic acid testing; At 4:30 a.m. on March 8, the review result of the Municipal Center for Disease Control and Prevention was positive. The epidemic prevention and control work in the whole city has once again presented a complex and serious situation. The United Front Work Department of the Nanxun District Committee of Huzhou City (Civil and Religious Affairs Bureau) attached great importance to it and responded quickly, and issued the Emergency Notice on Strict and Strict Epidemic Prevention and Control in the Field of Religion at the first time, requiring all religious activities (places of folk belief) in the whole region to implement a “double suspension” (suspending the opening of the places to the outside world and suspending all congregative religious activities). At the same time, a closed-loop chain of epidemic prevention and control in the religious field should be rapidly formed from three aspects.
1、 “Top leaders” should take the lead. Adhere to the principle of being responsible, responsible and conscientious, devote all efforts to the epidemic prevention and control work, and give full play to the exemplary effect of leading the first responsible person. After the notice was printed and distributed at the first time, the executive deputy director of the United Front Work Department of the Nanxun District Committee led a team to carry out two rounds of “on-site supervision” at the religious activity sites with the United Front Work Committee members of 10 towns (streets) to check the implementation of the “double suspension”. The secretaries of all villages (communities) in the district actively coordinate with the grid members to be responsible for the implementation of the “double suspension” of the places of folk belief within their jurisdiction, and carry out a thorough investigation of the persons in charge of the places living in Wuxing District and those with a history of living in Wuxing District since March 5, and properly dispose of the persons with relevant conditions according to the requirements of the District Prevention and Control Office.
2、 “One net” focuses on prevention and control. Adhere to the combination of territorial responsibility and subject responsibility, give full play to the role of religious “four-person management and service team”, and implement the responsibility of inspection and supervision. We will increase the efforts to investigate and control the epidemic situation in religious activities by means of site self-inspection, township (street) inspection, folk and religious random inspection, grid inspection, and network inspection. Implement the daily reporting system. Each town (street, resort) shall report the epidemic prevention and control work of the day through the Zhezheng Nail before 4pm every day. In case of an outbreak of epidemic, it must be reported as soon as possible. Religious groups and places of religious activities have recently suspended the invitation of religious staff from outside the province to visit or participate in activities. The notice of suspending the opening to the outside world shall be posted at the eye-catching position of each venue to do a good job in explaining and persuading the believers. We should do a good job in strengthening vaccination for religious people, and ensure that all people should receive the vaccine without missing one person.
3、 “One game of chess” focuses on overall planning. According to the territorial division, we should promote the spirit of the notice to sink immediately, sound the epidemic prevention alarm in a relatively short time with a rigid main responsibility system, and form a good pattern of “one chess game” focusing on overall planning. Fully mobilize the main responsibilities of the district, town, village and place and the linkage responsibilities of the four-person religious management service team. Up to now, eight epidemic prevention and inspection teams consisting of more than 50 United Front cadres have been established, and they have visited 58 religious activity sites and 225 folk belief sites for 12 times. All sites are in the “double suspension” state, with the implementation rate of 100%.
