On October 26, the goods of “cross-border e-commerce export overseas warehouse” (supervision code “9810”) declared in the customs declaration mode for the first time in Huzhou City were successfully cleared at Huzhou Customs, realizing the landing of the first declaration of “9810” in Huzhou City. The goods are produced by Changxing Yongsheng Import and Export Co., Ltd. (hereinafter referred to as “Yongsheng”). The name of the goods is “lithium ion battery”, the total value of the goods is 106192.7 US dollars. Yongsheng declares the goods independently, leaves Shanghai Yangshan Port in the national customs clearance integration mode, and is transported by sea to Yongsheng’s Berlin overseas warehouse in Germany.
“9810”, the full name of “cross-border e-commerce export overseas warehouse”, is referred to as “cross-border e-commerce export overseas warehouse”, which mainly serves the goods of cross-border e-commerce export overseas warehouse. In June 2020, the General Administration of Customs of the People’s Republic of China issued the Announcement on the Pilot of the Supervision of the Export of Cross border E-Commerce Enterprises to Enterprises, which clarifies the support for the new business model of cross-border e-commerce, further promotes the healthy and rapid development of cross-border e-commerce, not only more intuitively reflects the foreign trade export structure and development situation, but also provides data support for relevant departments to introduce supporting policies. Export enterprises can directly deliver goods locally through overseas warehouses, greatly shortening the delivery time, reducing customs clearance barriers, effectively avoiding the peak of cross-border logistics, ensuring the safety of goods preparation, and providing service support for the development of cross-border e-commerce.
This year, Huzhou City was successfully approved as the fifth batch of pilot cities for cross-border e-commerce comprehensive pilot zones, which also built an important platform for Changxing County to promote high-quality development and expand opening up. Since the approval of the Comprehensive Pilot Zone, Changxing County has actively seized the opportunity and acted at the first time to encourage and guide the traditional foreign trade enterprises in the county to accelerate the transformation and upgrading, change their ideas, and transform from the industrial growth mode of traditional trade exports to the cultivation of new foreign trade drivers. Under the guidance and service of Huzhou Bureau of Commerce and Huzhou Customs, Changxing County Bureau of Commerce actively carried out pilot business work, established a cross-border e-commerce export filing group of foreign trade enterprises and prepared an operation manual to guide enterprises to solve problems in the filing process. It is expected to complete the filing of 100 enterprises in the county by the end of October. At the same time, Changxing County has actively built a local cross-border e-commerce ecosystem, deeply implemented the “Qilin Plan”, and deeply used the six systems of Qilin Ecology, including global store opening, operation incubation, supply chain, digital marketing, talent support, and government compliance to help the industrial belt transform and upgrade, cultivate new advantages for “Made in China” to expand the international market, and effectively ensure that the 9710 and 9810 cross-border e-commerce businesses are carried out at the first time.
From January to September 2020, the online retail sales of Changxing County reached 5.593 billion yuan, an increase of 25.6%, ranking first in the city. The cross-border e-commerce transaction volume reached 1.571 billion yuan, an increase of 94% over the same period last year, ranking second in the city. At the same time, Changxing County, on the basis of being awarded the National Top 100 E-commerce County, Provincial E-commerce Innovative Development Pilot County and Provincial Industrial Cluster Cross border E-commerce Development Pilot County, successfully strived to become a national e-commerce demonstration county in rural areas in July this year.
Next, Changxing County will take the construction of China (Huzhou) Cross border E-Commerce Comprehensive Pilot Zone as an opportunity, base itself on Changxing’s industrial foundation and transportation and logistics advantages, actively explore new modes of cross-border e-commerce development, new scenarios of application, and new paths of industrial transformation, build “two platforms”, launch “two industrial belts”, carry out “ten projects”, promote “two innovations”, and achieve “three goals”, Build Changxing into a new highland for the development of cross-border e-commerce between Zhejiang, Jiangsu and Anhui provinces.
