In 2003, Yu Xuping, the 101st science and technology special commissioner of Zhejiang Province and researcher of the Provincial Institute of Traditional Chinese Medicine, sent him to Xiajiang Village. During this period, he successively introduced Gardenia jasminoides Ellis and Chrysanthemum morifolium morifolium to guide villagers in planting and processing. The contribution of the Chinese herbal medicine industry to the local per capita income accounted for 1/4. For more than ten years, the science and technology special commissioners at all levels stationed in Xiajiang Village have always insisted on showing to the farmers, leading them to work, and leading them to earn money. Now, the per capita income of farmers in Xiajiang Village is at the upper middle level of Chun’an County.

He said that first of all, we should carefully summarize the achievements of the work of science and technology special commissioners in the previous stage, especially in promoting the transfer and transformation of agricultural scientific and technological achievements, the transformation and upgrading of modern agriculture, improving the grass-roots agricultural science and technology service system, and cultivating high-quality agricultural innovation and entrepreneurship talents. Science and technology management departments at all levels throughout the country should always put this work in an important position, making it a powerful tool for science and technology to serve agriculture, rural areas and farmers, and to fight the key battle of poverty alleviation through science and technology, and provide direct support for “mass entrepreneurship and innovation” in rural areas.
Ma Lianfang pointed out that in the next stage, there are still several problems to be solved in the work of science and technology special commissioners. First, we need to clarify the relationship between the government and the market, stimulate the enthusiasm of science and technology special commissioners for innovation and entrepreneurship, change the original guiding philosophy and working methods, and adopt differentiated policies for different regions to give science and technology special commissioners more sense of gain; Secondly, we should rely on scientific and technological innovation to enhance the industrial competitiveness of agriculture.
