In the launching event of Ningbo Talent Day held on April 20, Ningbo Qianwan Shanghai-Ningbo Talent Cooperation Pioneer Zone was officially opened, and the first batch of more than 30 entrepreneurship and innovation projects from Shanghai or invested by Shanghai Capital settled in. As an important policy support for talent entrepreneurship and innovation in the pioneer area, the “Pioneer Eight Rules” were released on the same day.
As the forefront of Ningbo’s integration with Shanghai, relying on advantageous industries such as automobile manufacturing, Hangzhou Bay New Area continues to increase its attractiveness to high-end talents. The establishment of Ningbo Qianwan Shanghai-Ningbo Talent Cooperation Pioneer Zone is to deepen Shanghai-Ningbo talent cooperation through the reform and innovation of talent introduction platform, employment policy and talent system, lead the innovation and development of the new area with the pilot of talent work, and promote Ningbo’s integration into the Yangtze River Delta. By 2025, the Pioneer Zone will gather more than 100 new Shanghai-Ningbo high-end talent intellectual cooperation projects, driving more than 10,000 talents of all kinds.
Committed to building the Yangtze River Delta Talent Integration Development Pilot Zone, an important core area for talent agglomeration, a talent opening and cooperation leading area and a talent system innovation pilot zone, at the beginning of this year, Ningbo issued the “Shanghai-Ningbo Talent Cooperation Pioneer Zone Construction Action Plan (2021-2025)”. According to the plan, the construction of the pioneer area will be planned and implemented step by step in accordance with the integrated planning of the pilot area, the expansion area and the linkage area.
In the pilot area exhibition complex that has just been put into use, the “ALA&CO” talent home has a construction area of about 3,100 square meters, and has built a physical talent service platform such as a one-stop service window for talents with high standards, and established a full-chain full-cycle talent service ecosystem; With a total construction area of about 690,000 square meters, the Innovation and R&D Zone gathers high-level talents in the fields of digital economy, new materials, and advanced manufacturing to carry out R&D, acceleration, pilot testing and incubation applications; The R&D service area has a total construction area of about 47,000 square meters, creating a public service innovation platform for the Shanghai-Ningbo Talent Cooperation Pioneer Zone, and the Industrial Transformation Zone undertakes the transformation and industrialization functions of the talent projects of the Innovation R&D Zone. The Pioneer Zone will also build 4,000 talent apartments to serve 11,000 talents, which is scheduled to be completed in December 2021.
According to the “Pioneer Eight”, a series of measures have been breakthrough improvements. For example, the Pioneer Zone will establish a total of 1 billion yuan of special support funds for talent entrepreneurship, and will provide up to 100 million yuan for top talent projects; Pilot the introduction and recognition of high-level talents in Shanghai to break through restrictions such as social security, individual tax, and age, and implement innovative measures such as mutual recognition of talent classification and recognition, and universal use of talent titles and professional qualifications.
“We will build a ‘model project’ for talent cooperation in the Yangtze River Delta with high standards, aiming that by 2025, substantial progress will be made in the construction of the pioneer zone, the talent development pattern of complementary advantages, mechanism interoperability, resource sharing and platform co-construction will be basically formed, and a collaborative innovation network for talents in Shanghai and Ningbo will be basically established.” The relevant person in charge of Hangzhou Bay New Area said.
